Washington, United States US Secretary of the Navy Offices (SECNAV) Full time

**Duties**:

- You will serve as the Sea Services' Security Assistance Acquisitions and Logistics Execution (S3ALE) Lead and senior advisor responsible for planning, direction, and management Navy Security Assistance/Security Cooperation system of record.
- You will oversee the Sea Services' System Design and Project Implementation Plan for assigned initiatives in collaboration with Navy, Marine Corps, and Coast Guard stakeholder groups.
- You will develop, implement, plan, monitor and interpret Department of Defense (DoD), Department of Navy (DON), and Navy International Program Office (IPO) SA/SC requirements, policy, and guidance.
- You will analyze, coordinate, and recommend revisions to DoD, DoN, and Navy IPO initiatives and policies for assigned programs.
- You will conduct presentations and briefings at the DoD, DoN, and organizational levels.
- You will coordinate/collaborate with the Assistant Secretary of the Navy (Financial Management and Comptroller) organizations for timely support and decisions regarding IT system changes, posting logic updates, and funds distribution processes.
- You will coordinate/collaborate with the Naval Supply Systems Command and the Joint Consolidated Point working groups to facilitate logistics updates between systems.
- You will coordinate/collaborate with the Program Executive Office for Manpower, Logistics and Business Solutions to leverage other initiative for case execution, financial management, IT system modernization and change management requirements.

- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification of Support Enablers at the Foundational level. Selectee must obtain and maintain certification within prescribed timeframes.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area Program Management, Practitioner within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

**Qualifications**:

- Your resume must also demonstrate at least one year of specialized experience at or equivalent to the **GS-13** grade level or pay band **NH-03** in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

- Experience utilizing Congressional, State, and Navy policies regarding foreign military sales/business partner capacity leases, grants, and weapons transfer initiatives under the Navy Implementing Agency (IA) authorities;
- Experience providing representation on organizational and program matters/issues to all levels of leadership both internal and external to the organization;
- Experience developing, coordinating, and implementing strategic plans and conducting outreach programs through interactions with various program offices;
- Experience communicating effectively and interacting with senior leadership and foreign officials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

**Education**:
This position does not allow the substitution of education for experience.
