**Behavioral Health Fiscal Analyst I**

**Salary Grade: 18**

**Hiring Rate: $61,811 - $70,591**

**Function and Scope**

The CBFM has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization, and technical assistance. Finance helps to ensure that programs and administrative operations have the information, analysis, funding, and technical capacity to deliver critical services effectively and meet OMH's objectives.

**Responsibilities**
- Assist in the development and implementation of budget and policy recommendations for the NYS Office of Mental Health.
- Monitor spending, and work with agency finance and programmatic staff to correctly report expenditures for both State and Federal funding.
- Collect, classify, evaluate, and analyze data from a variety of sources (e.g. expenditure data from internal systems and the statewide financial system; Medicaid data, budget data from municipalities and providers, etc.) and prepare reports.
- Research the programmatic implications of proposed policies, including identifying the impact to contracts and State Aid Letter funding.
- Make recommendations to the program representatives for changes and corrections of errors in agency internal systems and external reporting systems
- Prepare fiscal summary reports and analyses for senior and executive leadership of OMH.
- Assist in the development and implementation of new policies and procedures, as related to Office of Mental Health State Aid claims and reporting.
- Monitor compliance with Federal rules and regulations for Federal grant awards including but not limited to tracking receipt of required documents, reviewing regular expenditure reports from providers as well as ensure all fiscal OMH policies and procedures are followed with respect to Federal rules and regulation requirements.

**Minimum** **Qualifications**
- OR a Bachelor's degree (not within the preferred area of study) with **one year** of satisfactory full-time experience in one or more of the fields: finance, economic, fiscal or statistical research; policy analysis; or quantitative, business, market or financial analysis.

**Preferred Qualifications**
- Prior experience in one or more of the following areas: fiscal management, fiscal analysis, budget modeling, fiscal reporting, project management, contract development and implementation (including developing requests for proposals; contract execution including securing signatory approval from control agencies; or monitoring and review of contract terms)
