- Salary range: $64,142.00 - $120,000.00- The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor and Deputy Mayor for Public Safety on criminal justice policy and is the mayor’s representative to the courts, district attorneys, defenders, and state criminal justice agencies, among others. The office designs, deploys and evaluates citywide strategies to drive down crime, reduce unnecessary arrests and incarceration, and improve the system’s fairness. MOCJ works with law enforcement, City agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety.
- About the Role:
- The Research Innovation team drives the development and effective implementation of precision public health and public safety initiatives. Drawing on evidence-based and community-based insights, the Research Innovation team operates through four main pillars: data-driven policy development, evaluation, quality assurance, and interagency coordination.
- The Research Manager’s responsibilities include but are not limited to:
- Supporting the development and execution of a strategic analytic and research agenda regarding policies to reduce crime and further positive life outcomes for justice-involved people, including resolving key barriers to successful implementation.
- Leveraging existing research evidence to further crime reduction and increase wellbeing.
- Using key leading measures to generate dashboards to monitor opportunities and issues across the justice system.
- Translating and communicating research to a wide audience to inform policy and partners.
- Partnering with program staff, communities, and justice-involved people to appropriately weave different sources of information together with research-derived insights to produce effective solutions.
- Developing meaningful indicators that are responsive to nuanced policy issues and that can be embedded into existing integrated data dashboards for ongoing analysis.
- Conceptualizing and managing funded studies implemented by external research partners.
- Identifying creative ways to make causal inferences to address large, multi-faceted policy questions while taking into account complex externalities.
- Preparing insights for publication or for internal use as appropriate.
- Maintaining careful practices regarding data-sharing and the confidentiality of non-public information.
- Other duties as assigned.

The Research Manager reports to the Executive Director for Research Innovation and serves as part of the MOCJ Policy Unit.Minimum Qualifications1. Do you have a baccalaureate degree from an accredited college or university?

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?

4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?

Preferred SkillsPreferred qualifications and skills: - Experience in criminal justice policy. - Professional experience involving data-driven policy, in both quantitative and qualitative research. - Demonstrated ability to learn about new areas of policy. - Experience in data-driven policy development and communication. - Expertise in trauma, cognitive behavioral insights, or implementation science preferred. - Experience working with clinical, justice-involved, or other marginalized populations preferred. - Working knowledge of key City/State criminal justice agencies (e.g., NYPD, DOC, District Attorneys’ Offices, OCA). - Excellent organizational, time-management, and multi-tasking skills, including the ability to take initiative, problem solve, balance competing priorities, pay close attention to detail, and work independently as well as with teams in a fast-paced/high-pressure environment. - Ability to give and receive clear direction/instruction. - Effective and creative leadership ability with the capacity to work both independently and cooperatively. - Experience managing research staff, including at least one year in a supervisory role. - Proven ability to establish and maintain effective working relationships with a wide range of entities (e.g., government agencies, community organizations).- Public Service Loan Forgiveness-
