- Within the division of Grants and Fiscal Management, the Fiscal Affairs Unit plays a pivotal role. This unit is responsible for processing all capital and expense payments, handling State and Federal reimbursement claims, and reconciling all agency revenue.
- The Fiscal Affairs Unit is currently seeking an Executive Director. Reporting to the Associate Commissioner, Grants & Fiscal Management, the Executive Director will exercise independent judgment, initiative, and decision-making abilities. They will directly supervise the Deputy Director of Fiscal Affairs and indirectly oversee the performance of four Fiscal Affairs work units: Revenue & Accounts Receivable, Capital Payable, Expense Payable, and Support Services. The Executive Director will be responsible for ensuring the overall success of these units in fulfilling their missions.
- In the Revenue and Accounts Receivable unit, the Executive Director will oversee the entire process related to claim submissions and drawdowns with various State and Federal funding sources. In the Capital and Expense Payable units, they will supervise all payment activities, coordinate the invoice payment process with vendors, unions, and other city agencies, and prepare accrual reports. In the Support Service unit, they will manage the distribution of petty cash, reimbursement of agency travel expenditures, proper expense recording, and preparation of journal entries. Additionally, they will anticipate and resolve problems with vendors, field divisions, project managers, and fiscal officers.
- The Executive Director will collaborate with other agency heads within DOT and other entities, including but not limited to NYSDOT, Office of Management and Budget, Department of Finance, the Comptroller’s office, and others, to ensure that all matters under the purview of the Fiscal Affairs unit are addressed efficiently and according to guidelines. They will contribute to the development, implementation, accountability, and effectiveness of Fiscal Affairs operations through a strict program of internal auditing and other measures designed to monitor and ensure system security. Additionally, they will assist in developing mechanisms to prevent and resolve problems. Regularly, they will review existing processes to identify ways to automate and improve the section's technological capabilities.

A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing, and cost accounting and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or

2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.
