- The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
- The Provider Agency Assignment team fosters strong relationships between ACS, HRA, the contracted homemaker providers, and community resources, including other health care providers, ensuring families receive optimal in-home services to support their children in their communities. Working closely with the contracted homemaker providers, the team seeks to implement services that reduce the placement or replacement of children into foster care when possible. This position offers the opportunity to navigate complex child welfare systems and act as a liaison, balancing the home care service needs of families with the requirements of the ACS child welfare and HRA family service teams to support positive long-term outcomes for children.
- The Administrator and Referral coordinators are constantly exposed to new resources and services in the community, allowing them to expand their knowledge and better support case management teams servicing families. Celebrating successes when families receive the appropriate in-home services and can maintain independence from child welfare and family service teams can bring a sense of accomplishment and satisfaction, knowing that the work directly contributes to the family’s well-being.
- Under the supervision of the Deputy Director of Family Home Care and with latitude for independent decision-making, the primary responsibilities of the Administrator will include but not be limited to:
- Supervise and train one or more Referral Coordinators and Trainees units in the Provider Agency Assignment unit in the procedure and the policies for Family Home Care and the more extensive Division of Prevention Services program.
- Confer with both contracted and other home care programs to ascertain if their service best meets the individual and family needs to ensure stability in family functioning and support children remaining in their communities. Work closely with home care providers to develop processes to increase the abilities of the existing and new resources to address family and individual home care needs.
- Assign and schedule work to utilize the abilities of individual team members best. The Administrator distinguishes between routine homemaking requests and situations requiring more expert handling and work with the referrals themselves.
- Confer regularly with each assigned staff member individually to discuss cases; holds spot conferences as needed. Holds unit meetings for training purposes and to discuss new procedures. Review decisions made by the referral team to ensure program standards are met.
- Reconcile outstanding billing with the contacted homemaker agencies.
- Generate monthly statistical reports on the unit’s activities.
- Evaluate service recommendations submitted by ACS and provider agency and evaluate the suitability and quality of request. The Administrator gives final approval for the disposition of homemaker service hours.
- Attends Child Safety and Family Team conferences and State Fair Hearings when a program presence is necessary to appropriately convey the agency’s home care policies.
- Consult with other home care programs within NYC to ascertain if their service needs more appropriately meet the individual and family’s needs and make appropriate referrals.
- Maintains a list of available referral sources by soliciting community providers to keep information on agencies offering alternate assistance.
- Conducts workshops and presentations with local area medical and special education programs and programs for people with disabilities on the services provided by Family Home Care and the processes for accessing these services.
- Provides technical support to ACS staff and community advocates on ACS home care issues.
- Conducts yearly program evaluations of contracted homemaker agencies to ensure that ACS standards are met.
