**Summary**:
JCVision and Associates, Inc. (JCVISION) is a non-profit legal services organization with 20+ years of experience providing quality housing counseling services to housing consumers. Our office is located at 135-G East M. L. King, Jr. Drive, Hinesville, GA 31313. Our expertise extends to housing counseling, fair housing advocacy, financial literacy, and tax resolution services.

JCVISION seeks a Fair Housing Outreach Specialist/Investigator for its Fair Housing Program. State and federal fair housing laws prohibit housing discrimination based on race, ethnic identity, sex, familial status, disability, and other factors. Under the supervision of the Executive Director, the Outreach Specialist will recruit volunteer testers as well as coordinate workshops to inform housing consumers about their fair housing rights and to inform housing providers about their responsibilities under the fair housing act. They will also be responsible for organizing fair housing educational sessions and distributing outreach materials. They will perform duties as an investigator to interview complainants, gather documentation and to assist in the submissions of complaints to HUD and governmental entities.

**LOCATION: Hinesville, GA (Liberty County)**

**SALARY AND BENEFITS**: Full-time position, 32 hours/week, and availability on 1st and 3rd Saturdays, competitive non-profit hourly wage depending on experience: $15-17

**DUTIES AND RESPONSIBILITIES**:
The Fair Housing Outreach Specialist/Investigator will focus on assisting the Testing Coordinator with coordinating recruitment for volunteer testers. Testing is a method of measuring and documenting differences in the quality, content, and quantity of information and service given to home-seekers by housing providers. The Fair Housing Outreach Specialist/Investigator will provide training and consulting services to housing industry members on state and local levels. They will be responsible for organizing and facilitating education and outreach activities to include workshops, informational sessions, vendor fairs, and public speaking events. This person will manage the social media tools, create fair housing educational topics, and develop and implement ideas to reach the public within the target area. This person will keep informed of developments in federal, state and local housing laws, regulations, guidelines, court cases and research.

Duties as assigned, Fair Housing Outreach Specialist/Investigator will:

- Promote tester recruitment; recruit fair housing testers.
- Plan and arrange for training of testers.
- Employ HUD-approved testing methodology as well as appropriate administrative procedures and forms.
- Conduct initial interviews and screening of tester applicants to determine eligibility; prepare applicants to attend tester training.
- Help develop or revise tester training to meet program guidelines.
- Facilitate outreach activities and coordinate the distribution of promotional materials to create awareness of fair housing rights and of fair housing complaint filing services; generate fair housing complaints.
- Manage the social media tools; create fair housing content to post and educate the public & recruit testers.
- Coordinate press relations and arrange interviews and appearances for JCVision staff for publication or social media.
- As needed, help develop a new screening methodology to identify fair housing issues.
- Investigates and develops cases, including conducting necessary interviews and consulting appropriate agencies and resources.
- Interview persons who believe their fair housing rights have been violated.
- Counsels and advises clients on tenant/landlord matters.
- Conduct intake from potential complainants.
- Negotiate on behalf of clients or housing provider to resolve fair housing complaints or tenant/landlord issues.
- Drafts letters, memos, pleadings, briefs, and other legal documents and written materials.
- Remains current on new developments in the law which affects clients.
- Performs legal research.
- Maintains accurate and complete records and files regarding cases.
- Makes referrals and follows up referrals of clients to appropriate alternative or additional sources of assistance.
- Develops and maintains relationships with social service agencies.
- Provides community training on fair housing issues.

**QUALIFICATIONS**:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The successful applicant will have a demonstrated commitment to civil rights and public interest work. Knowledge of Fair Housing rules, regulations and laws is helpful. Valid Georgia driver’s license and reliable transportation are required. This position begins when filled and is funded through September 30, 2024. We anticipate on-going funding year to year.
