**Duties**:

- Provides legal and business advice on contract and fiscal law issues affecting all phases of contract operations, under the technical supervision of the Chief of Administrative Law.
- Supports in drafting and reviewing solicitation packages, statements of work, contract specifications, and other contract documents for clarity and legal sufficiency.
- Reviews and advises in the investigation of ratifications of unauthorized commitments by federal officials.
- Represents or guides the department in handling Contract Disputes Act claims, contract litigation, protests, and disputes.
- Serves as the primary procurement fraud advisor and point of contact and liaison for the Garrison with Army, Department of Justice (DoJ), US Army Criminal Investigation Division (USACID), and other U.S. attorneys on procurement fraud matters.
- Monitors and coordinates all criminal, civil, contractual, and administrative remedies for cases of fraud and corruption.
- As a civil, administrative, and installation law expert, provides advisory and representational support services to all elements of Fort Belvoir and supported tenants.
- Significant portion of the work will involve highly complex legal and factual issues, which impact Fort Belvoir and supported tenant activities.
- Develops oral and written legal opinions regarding complex or significant administrative law issues, including compliance with statutes, regulations, and appropriations regarding installation operations.
- Represents the command in third-party administrative, quasi-judicial, and judicial proceedings on civilian personnel, labor relations, and Equal Employment Opportunity (EEO) matters.
- Exercises a high level of responsibility over Fort Belvoir’s ethics program and ethics training.
- Advises, assists, and clarifies laws, regulations, and rules dealing with standards of conduct and conflicts of interest as prescribed in the Office of Government Ethics (OGE) and DoD Joint Ethics Regulation, underlying statutes, and case law.
- Provides review and legal responses on a variety of issues, including written responses to FOIA and Privacy Act requests and provides legal opinions on FOIA/Privacy Act issues regarding Fort Belvoir documents and records.

- A two-year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
- This position requires the incumbent to maintain active bar membership, in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.

**Qualification Requirements**: The following minimum qualification requirements must be met before applicants are eligible for further consideration:- **Experience**: In addition to the requirements above, applicants for the GS-13 or equivalent Attorney positions must also possess 2 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
- **Time in Grade**: The Qualifying Authorities (QA's) will make a determination as to the applicability of time in grade based on the requirements of the position. If you are currently employed as an attorney by the Federal government you must have completed one year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade level as the position being filled.-
