Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

The Housing Location Specialist is an essential team member of the LAHSA’s Unit Acquisition Team responsible for identifying and developing relationships with community housing partners (e.g., property owners, property managers, management companies) to secure leads and housing opportunities for participants enrolled in the program. The Housing Location Specialist will create and maintain a rolodex of housing leads within the housing location system used by housing navigators and participants to find potential housing. This position requires extensive fieldwork, the ability to work independently, and on a team, and a commitment to seeking creative housing solutions by strategically developing a comprehensive plan to reach new housing opportunities. Must also have the willingness and ability to drive throughout LA County.

**Essential Job Functions**:
Landlord Engagement:

- Develops relationships with property managers and owners to secure housing leads via cold calling, sales prospecting, existing relationship, and referrals, and AAGLA contacts.
- Educate landlords on the benefits of participating in housing programs and provide support throughout the leasing process.
- Negotiate lease terms and advocate on behalf of clients to secure housing.
- Determine and offer appropriate incentive packages to landlords based on unit location and willingness to remove barriers.
- Coordinate with landlords and property managers on risk mitigation issues.
- Collects and documents landlord information needed to meet contractual requirements and conducts unit inspections.
- Strategizes and identifies new housing opportunities beyond traditional one-bedroom apartments.
- Educates landlords on the Housing First model and TLS program, advocates for fair market rents, and conducts outreach to community organizations.
- Follow up with property owners to ensure sustainability of relationships.

Collaboration and Coordination:

- Tracks housing trends and progress, shares housing listings, and uploads data for reporting purposes
- Maintain unit inventory in LAHSA’s housing portal.
- Work closely with LAHSA Unit Acquisition Housing Coordinators and service providers to ensure support and timely connection to units.
- Ensure compliance with all relevant policies, procedures, and fair housing regulations.

**Knowledge, Skills & Abilities**:

- Knowledge of tenant/landlord laws and regulations.
- Ability to work independently or as part of a team.
- Excellent written and verbal communication skills.
- Ability to travel to meet with landlords, clients, and community partners.

**Training & Experience**:

- Proven professional experience and educational background.
