**Duties**:
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

- Manages the development and implementation of in-process reviews, audits, etc. to ensure all FMS FOS resources required to prepare for testing and trials, outfitting, delivery, commissioning, initial shakedown, and operational deployment are identified, acquired and available when needed. This includes direct liaison and coordination with USCG counterparts, foreign partners, industry, and the interagency.
- Plans and forecasts resource requirements (e.g., manpower, budgets, technical data, technical services and materials/equipment) to support asset systems throughout the lifecycle. Partners and collaborates with sustainment managers to plan and budget for support after delivery of assets to foreign partners.
- Prepares project correspondence, briefings, point papers, etc. on FMS FOS issues and strategies. Formulates responses to questions from various entities. Partners with various USCG headquarters offices and interagency partners in planning for asset sustainment.
- Develops and optimizes FMS FOS and sustainment plans and processes supporting USCG mission readiness, system availability, and operational effectiveness. Evaluates user-defined concepts of operations for project products; develops maintenance concepts, and addresses all applicable FMS FOS elements in analyzing, planning, and managing system development, production, test, and deployment. Translates user requirements into appropriate sections in statements of work (SOW), request for proposals, and product performance specifications.
- Acts as COR for programmatic support contracts and consulting studies requiring the following duties: Prepares and/or reviews acquisition materials, including but not limited to statements of work (SOWs), cost estimates and other documentation in support of acquisition requests for goods and services. Enforces contract requirements and reviews. Approves Contractor invoices. Provides technical oversight of Contractor work and deliverables, including review of all technical documents, plans and other material for adequacy and compliance with the contract requirements.
- Monitors contracts for compliance with quality control procedures and regulations and policies; provides support to and evaluates Contractor processes. Reviews production work orders to ensure requests are properly logged and that time and materials consumed are properly indicated.
- Works with USCG and interagency operational maintenance managers to define FMS FOS requirements to support product development, production, and deployment. Supports the development and implementation of acquisition strategies and plans, technical performance specifications, procurement planning, source selection plans, proposal evaluation and contract negotiations included in the projects.
- Promotes USCG acquisition programs and FMS FOS through multiple outreach activities and research which require initiating and maintaining contacts with professionals and scholars within the FMS and Security Assistance communities. The position participates in pertinent educational programs and professional conferences to expand knowledge and technical skills necessary to remain both current and proficient in policy, guidance, and FOS management skills for FMS projects.

**Qualifications**:
To qualify at the GS-14, applicants must possess one full year of specialized experience equivalent to the GS-13 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience should demonstrate:

- Coordinating and reviewing design development and systems engineering activities affecting integrated logistics support (ILS).
- Developing and implementing logistics policies, plans and programs.
- Translating ILS requirements into contractual requirements.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
