Strategic Planning and Program Analyst

**Duties**:
Author, publish, and distribute the base OPLAN 801X operation plan to wing and Air Mobility Command (AMC) organizations.
Develop supporting and action plans; coordinate wing maintenance, operations, and support activities; direct aircrew combat mission training; and execute feasibility analyses in support of nuclear war-fighting operations.
Direct and train a deliberate and adaptive combat planning team which consists of as many as 10 multi-discipline war planners.
Develop, administer and document written exams to evaluate the proficiency KC-135 combat aircrews. Assesses combat mission-training and certification requirements, and long-range planning for KC- 135 pilots, navigators, and boom operators.
Develop 452 AMW war, contingency, and readiness plans in support of the regional combatant commanders.

- This position is centrally managed by the Logistics Career Field team. Travel and relocation expenses will be paid
- Must be able to obtain and maintain a Top Secret Clearance.
- Recent experience with U.S. Strategic Command command and control procedures and KC-135 801X (or civilian equivalent) procedures is desirable
- Experience as a KC-135 (or civilian equivalent) pilot or navigator is highly desirable
- Familiarization with C-5/C-17 /C- 130/KC-135/KC-1 O/B-52/B-2/E-6/E-4 (or civilian equivalent) aircraft capabilities, performance, configuration, limitations, etc., is highly desirable
- May be required to perform Temporary Duty (TDY). TDY may require the use of regularly scheduled commercial or military transportation
- Disclosure of Political Appointments is required
- Direct Deposit: All federal employees are required to have direct deposit.
- In the absence of the supervisor, may be required to serve as acting supervisor.

- A one-year 25% recruitment bonus may be authorized. Completion of a one-year service agreement is required
**Qualifications**:
- In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Administrative & Management Positions.
- **SPECIALIZED EXPERIENCE**:Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience assisting with assessing the productivity, effectiveness, and efficiency of flight program operations plans and/or analyzing and resolving problems; developing detailed plans, goals, and objectives for the long-range implementation and administration of flight operations and transforming strategic guidance and operational direction as contained within specified wartime operational plans (OPLANs) and developing them into executable tactical and combat action plans.-
**KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas**:
1. Knowledge of various organizations' operations, policies, practices, and procedures; various factors involved in total flight planning, such as the enroute mobility system, locations, capabilities, restrictions, and unique limitations, aircrew flying limitations, and crew rest requirements; and aircraft systems, performance capabilities and limitations and of flying regulations and aircrew procedures relating to KC-135 (or civilian equivalent) combat and combat support operations.
- 2. Knowledge of air transportation directives, plans, regulations, techniques, systems and processes; flight operations, instrument flight rules, Federal Aviation Regulations, airfield information and restrictions, en route supplements; i.e. runway length, load bearing capability, type of fuel available, etc.; flying instructions, Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning, international airway routes and structure, oceanic routes, controlled and special use airspace aeronautical charts, airways, and flight safety issues.
