The primary purpose of this position is to serve as a command headquarters level program analyst and Functional Area Manager for Civil Engineer Forces for their roles in supporting Homeland and Worldwide Contingency Missions. Serves as the technical expert in all aspects of civil engineer contingency, deployment and planning issues for the Air National Guard.



Duties
  • Applying Civil Engineering experience; analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Applies qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables.
  • Develops Air National Guard Civil Engineer annexes and other inputs to USAF War and Mobilization Plans and Directives Operational Plans, Operational Orders, Conceptual Plans, Inter-command Agreements and other war or contingency planning documents. Performs analysis of civil engineering support plans and Time-Phased Forces and Deployment Data and adjusts resource employment.
  • Manages or participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares detailed plans, budgets, and schedules for assigned programs and/or participates with senior analysts in fiscal planning and programing.
  • Serves as the focal point and technical expert for requirements, research, development, test and evaluation of civil engineer mobile equipment and support systems. Reviews proposals for new and modified equipment and support systems for engineering, technical feasibility, cost, installation, operations and maintenance requirements and provides engineering assessment and recommendation on the same.
  • Functions as the focal point and technical expert for requirements, research, development, test and evaluation of civil engineer unit manpower. Develops manpower requirements to include estimated resource requirement for POM submittals. Conducts staff studies on civil engineer mobility operations that support major regional contingency missions. Advises the Air Staff MAJCOMS, Forward Operating Agencies (FOAs), other Services and agencies on special projects and studies pertinent to ANG civil engineer contingency operations.
