Under the supervision of Vice President of Workforce Development and Human Resources, the Director - Wisconsin Works (W-2) is responsible for overseeing the strategic direction, contract compliance and day-to-day operations of the Wisconsin Works program and coordinating all related services operating within the Workforce Development Center.

**Director of Wisconsin Works (W2) Job** **Responsibilities**:

- Responsible for managing the overall day-to-day operations of the W-2 program, including all program sub-divisions and staff.
- Establish, maintain and update effective operating procedures for the W-2 program.
- Manage continual process improvement by monitoring, refining, and optimizing workflow and processes with the goal of continuously improving overall service delivery (efficiency, productivity, and quality).
- Ensure W-2 Bureau of Working Families monitoring criteria benchmarks (including, but not limited to, customer service, case file documentation and performance claim achievement) are met through the prioritization, scheduling, and delegation of staff and work assignments.
- Plans, coordinates, and directs quality control program to ensure productive delivery of services consistent with established standards.
- Responsible for internal monitoring, evaluation and continuous improvement of UMOS’ W-2 program delivery.
- Works closely with Finance to ensure budget is maintained; program dollars are appropriately spent; all fiscal expenditures are contract compliant.
- Directs internal procedures to ensure customer satisfaction and quality service delivery.
- Ensures that technical assistance and training is provided to program staff in timely manner.
- Responsible for coordinating services with subcontractors and Job Center Network efforts.
- Actively or appropriately delegates participation in all Job Center Network meetings and other coordinated efforts with Milwaukee County W-2 agencies and other service providers as appropriate.
- Responsible for directing and coordinating the activities of the Community Steering Committee.
- Develops and maintains agency linkages with funding sources and Job Center Network partners.
- Attends meetings conferences, workshops and performs special projects and other related duties as assigned.

**Director of Wisconsin Works (W2) Job Qualifications**:

- BS, BA Degree in Business Administration, Public Administration or related field.
- 7+ years experience in Human Service programs including strong knowledge of the TANF service delivery (Wisconsin Works preferred), as well as the aligned client/data tracking systems.
- Demonstrated experience managing complex service delivery system(s), including supervising cross functional teams performing interdependent upstream/downstream functions.
- Demonstrated Operations Management utilizing budgeting and planning skills, developing detailed written procedures and providing technical assistance to staff.
- Able to demonstrate through experience efficiently manage complex service delivery systems, monitor program performance; develop community support and linkages; Operations Management utilizing budgeting and planning skills.
- Extensive knowledge of policies, procedures and guidelines.
- Ability to quickly learn electronic case file documentation. Extensive knowledge of CARES preferred.
- Ability to organize, track, monitor complex information; and generate meaningful reports.
- Strong organizational, communication and time management skills.
- Demonstrated ability to communicate at a professional level with groups and individuals with the ability to make formal and informal presentations (written and oral).
- Must have adequate transportation, Wisconsin Driver’s license, vehicle insurance, and able to travel for work.
