**Position Description**:

- Under supervision of the Director, Budget and Performance of the Harris County Office of Management & Budget (OMB), the Financial Analyst II is responsible for advanced and complex analysis and financial modeling of budget and financial data for county departments and agencies and provides recommendations based on the results of the analysis conducted. In addition, this individual project manages specific department initiatives from launch to implementation, providing leadership and coordination to project team members.

**Duties and Responsibilities**:

- ** Budget Coordination**: Coordinates the budget work of various departments; with thorough knowledge of department budgets, acts as a technical expert in specific budget areas.
- ** Strategic Support**: Assists in the development of annual budgets, quarterly forecasts, and strategic plans in conjunction with department leadership. Formulates recommendations on departmental budget requests through performance-based analyses of alignment with county priority goals and outcomes and efficiency.
- ** Project Leadership**: Serves as project lead in the development and implementation of budgetary policies and procedures and the design of budget forms and form standards; coordinates the work of project team members.
- ** Analysis and Reporting**: Provides information to management clearly, accurately, and consistently by assembling and summarizing data and preparing/presenting findings, analysis and recommendations. Ensure that reporting is timely, accurate, and meets the requirements of the audience for whom the reports are drafted. Works alongside teams within the county to establish department needs.
- ** Training and Development**: Develops training materials and conducts training sessions for internal stakeholders (county departments’ budget staff) on budget policies and procedures.

**Education and Experience**:

- Bachelor’s Degree from an accredited college or university.
- Four (4) years of related professional work experience.

**Knowledge, Skills, and Abilities**:

- Excellent communication skills, including presentation, grammar, and writing skills.
- Ability to coordinate budget processes, including budget planning, control, forecasting, preparation and publishing.
- Advanced skills in the use of Microsoft Excel and other computer-based data information systems.
- Advanced knowledge of budgetary principles and practices.
- Ability to act as a technical expert on specific countywide budget areas.
- Excellent organizational and skills; effectively prioritize and manage multiple tasks/initiatives.
- Ability to work well with the public, County personnel, and external organizations to establish cooperative and effective working relationships.
- Ability to conduct complex and sensitive budget and management studies and special assignments, analyze findings and make effective recommendations.

**Preferences**:
- Bachelor’s degree in accounting, economics, finance, public policy or a related field.**General Information**:

**Work Environment and Physical Demands**:

- This position is based in an office environment.
- The physical demands associated with this job are mínimal, with occasional lifting and moving of objects weighing up to 10 pounds.
- The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.
