**General Description**:
**Depending on the classification title Purchaser VI or Purchaser VII**:
Performs advanced (senior-level) to highly advanced (senior-level) purchasing and procurement work. Work involves planning, organizing, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and monitoring the maintenance of detailed records of items purchased, received, prepared, and issued.

The Purchaser VI-VII serves as a lead worker providing direction to others, while working under limited supervision, with considerable latitude for the use of initiative and independent judgement to working under mínimal supervision, with extensive latitude for the use of initiative and independent judgment.

Performs additional duties as assigned. Complies with all Agency, Division rules, regulations, and procedures.

**Essential Job Functions**:
**(30%) Manages the procurement of large agency initiatives.**
- Processes, prepares, and distributes competitive procurements including but not limited to RFP, RFO, Request for Information (RFI), or Request for Qualifications (RFQ) solicitations.
- Provides advice and counsel to non-purchasing and contracting staff for competitive solicitations.
- Prepares and reviews bids and orders to verify accuracy, terminology, and specifications.
- Prepares and submits statute mandated reports.
- Adopts methods and procedures to meet legislative changes and operational needs.

**(30%) Manages and coordinates the deployment of the agency's Historically Underutilized Business (HUB)**
- Advises and assists agency executive directors and staff in complying with HUB requirements.
- Facilitates the agency’s good faith effort to increase HUB participation.
- Prepares and submits HUB reports.
- Monitors contracts for HUB compliance.
- Coordinates HUB marketing and outreach efforts.

**(30%) Procurement Team Lead**
- May provide strategic direction and oversight on highly complex procurement work, including performing some of the most complex solicitations and negotiations as well as performing and overseeing some of the most high-impact purchases.
- May facilitate the development and continuous improvement of departmental systems.
- May assign, and/or supervise the work of others while working under mínimal supervision, with considerable latitude for the use of initiative and independent judgment.
- Mentors, trains, and provides constructive feedback, to team members as they grow their skillsets.

**(10%) Performs special projects and other related duties as assigned.**
- Assists with procurement duties as needed to help fulfill the agency’s mission.

**MQs, KSA, License/Certifications**:
**MINIMUM QUALIFICATIONS**:

- Graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field. Experience and education may be substituted for one another.
- Certified Texas Contract Developer or Certified Texas Contract Manager (Must acquire certification within 6 months of hire date)

**AND**
- Experience as part of a purchasing and contracting team at a Texas state agency or Texas institution of higher education.
- Experience developing complex solicitations, including but not limited to RFP, RFO, Request for Information (RFI), or Request for Qualifications (RFQ) solicitations.

**Depending on the classification title Purchaser VI or Purchaser VII**:

- ** Purchaser VI** - Six (6) years full-time experience in the purchasing and procurement of goods and services for the State of Texas.
- ** Purchaser VII - **Sever (7) years full-time experience in the purchasing and procurement of goods and services for the State of Texas.

**PREFERRED QUALIFICATIONS**:

- Experience providing advice and counsel to non-purchasing and contracting staff for competitive solicitations.
- Experience in providing advice and counsel to purchasing and contracting staff.
- Experience purchasing IT commodities and services.

**KNOWLEDGE, SKILLS, AND ABILITIES**:
**Knowledge**
- Knowledge of purchasing and procurement methods and procedures, of state procurement principles and practices, of assigned commodities and products on the open market, of supply sources.
- Knowledge of State of Texas contracting, purchasing and procurement policies and procedures as published in the Texas Procurement and Contract Management Guide.
- Knowledge of State of Texas Historically Underutilized Business (HUB) Program rules and regulations.
- Knowledge of record keeping, record management, and principles of business administration and accounting.

**Skills**
- Skill in problem solving and in the use of a computer and applicable software.
- Skill in effective verbal and written communication.
- Skill in effectively managing daily workload responsibilities to timely meet end user and agency goals.
