The successful applicant will work alongside the Environmental Protection Office Manager to support renewable energy (micro-hydro, solar) projects, residential, farm and commercial energy efficiency projects, provide program administrative support as assigned and support completion of existing and development of new solar projects. This will include obtaining and managing funding programs for housing and solar energy development. The Coordinator reports directly to the Tribal Administrator.

**Position Summary**

The Housing & Solar Project Coordinator shall manage and oversee the day-to-day operations of the Housing Department in all functions arising in the course of development, modernization, maintenance, and construction consistent with the policies and budgets.

Shall be responsible to carry out the duties and tasks necessary to maintain the tribe’s assets, as well as rehabilitate any homes in need of repairs or renovations for the community. The Housing Director assures the Housing Department is compliant under Federal guidelines and is responsible for compliance of grants and other funding awarded to the Housing Department.

This position is also responsible for the management of all housing and solar energy development programs and serves and the principal contact to federal, state, and tribal housing officials, authorities, and entities that assist the Tribe in maintaining its housing programs and solar projects.

**Essential Duties and Responsibilities**:

- Plans, organizes, and directs the operation of the Housing Department; develops operating procedures consistent for the operation of various programs of the Department; interprets and implements the procedures under the Tribe’s Housing Plan.
- Prepares and oversees the annual operating budget of the department.
- Analyzes legislation affecting the operation of the Housing Department; Perform technical analyses in determining the nature and cost of maintaining a tribal housing community.
- Handles development, public relations, and tenant/homebuyer problems.
- Develops Housing social programs to improve community housing services.
- Represents the Housing Department to a variety of community, regional and national organizations; attend meetings and conferences to explain programs and policies of the Housing Department; maintains constant and favorable liaison with the Southern California Tribal Chairmen’s Association, San Diego Association of Governments, Department of Housing and Urban Development, California Housing & Community Development Department, San Diego Regional Task Force on Homelessness, U.S. Dept. of Energy, and GRID Alternatives.
- Holds community and public meetings to keep the community abreast of its housing and solar energy development activities.
- Perform functions as the Contracting Officer of the Housing Department interfacing with financial institutions, property management agencies, attorney accounts and auditors, general contractors, architects, engineers, and consultants. Maintain contract compliance when requesting proposals (RFPs) under the Federal Acquisition Requirements and the implementing regulations under the Davis Bacon Act.
- Meets regularly with the Tribal Council and Land Committee to report on operations, evaluate program progress, identify, and resolve problem areas, and develops plans and procedures.
- Responsible for the management, evaluation and overall supervision of the Housing Department’s staff.
- Maintain confidentiality of all files and accounts of the Housing Department.

**Education, Experience, Qualifications and Skills**:

- Bachelor's Degree preferably in Business Administration, Public Administration, Urban Planning or Construction Management. Equivalent experience in lieu of degree will be considered.
- Minimum of four years’ work experience in a similar position managing residential housing organizations such as: Indian Housing Authority, Public Housing Authority, ad affordable housing organization/development agency.
- Minimum of 2 years management/supervisory experience, preferably in Tribal, non-profit or grant funded organization.
- Experience in audit, grant fund management, and rental controls experience, community development, and program development required.
- Experience with low-income housing tax credit and/or alternative funding sources is desirable.
- Ability to interface with all levels of management, as well as outside agencies and customers, in a courteous appropriate manner.
- Excellent written communication, public speaking, and project management skills.
