TARGETED OUTCOMES

The Turnaround Planner & Coordinator has significant influence on all phases of the Turnaround Development Process. This role is expected to help achieve the objectives of the Turnaround and become an integral part of the Turnaround team.

The Turnaround Planner & Coordinator coordinates the turnaround planning effort with all turnaround participants in a timely work scope definition and development of effective turnaround plans. This position plays a lead role during the strategic planning, planning and execution phases to ensure that the final work scope is translated into a budget control plan, effective schedule plans and performance baseline, and ultimately, execution results.

- Stewardship of the Turnaround Management Process utilizing a ‘OneAscend’ approach

KEY RESPONSIBILITIES

Planning Phase
- Highlight and maintain high safety standards for all turnaround activities.
- Act as a focal point to identify work scope for all mechanical, instrumental, electrical and machinery work.
- Ensure all work scope development related responsibilities are assigned to selected individuals.
- Define all critical/risk work that has the potential to negatively impact the turnaround performance.
- Provide input in the turnaround cost estimate to ensure all the turnaround functions are included.
- Develop checklists to monitor all critical turnaround planning activities.
- Review job packages associated with turnarounds to clarify the scope of work, identify potential hazards, and review the logic and timing for input in the turnaround plans.
- Participate in the contractor selection process.
- Coordinate with other departments e.g. operations, procurement, safety etc. to ensure an integrated planning effort.
- Review turnaround schedule plans with the field staff to get their input and buy-in of the planning process.
- Identify the supervisory and field staff requirements to efficiently execute the turnaround and manage the contractors.
- Coordinate with all departments such as operations, inspection, projects, and maintenance in the development of turnaround work scope.
- Ensure work scope justification and compliance with the turnaround work scope criteria.
- Develop job steps and execution requirements e.g. craft, man hours, equipment, etc for each approved work order.
- Assist in the development of the material list, specifying quantity, size, and material codes for all material required for the approved work order.
- Coordinate with the Material Coordinator in the timely purchase and delivery of materials as per the turnaround schedule.
- Obtain technical input from engineering when required.
- Work with the field supervisor in the development of mobile lifting equipment and other specialized tooling required for the approved work scope.
- Review scope with the appropriate supervisors to understand safety, health, and environmental considerations.
- Input all scope of work, including capital work to be done during the turnaround, into the planning system.
- Plan and prepare turnaround work packages, which include the job steps, drawing and sketches, material, equipment, and tool requirements, testing procedures and manpower requirements.
- Provide orientation and training to the field personnel and get them familiar with turnaround plans and control system.
- Prepare subcontractor work packages for the bid process and/or work execution.
- Inform the HSE Supervisors of work involving asbestos insulation, lead-based paint, sandblasting, benzene, etc.
- Work with operations personnel to incorporate detailed plans for the unit shutdown, turnaround and startup in the overall turnaround schedules.
- Identify and steward outside services or equipment required and assists in the procurement of services or equipment if needed.

Execution Phase
- Act as focal point for turnaround field effort to ensure effective communications and cooperation between owner and contractors.
- Review the turnaround work packages with the field foremen before executing the work.
