**Description**:

- The City of Anaheim Housing and Community Development department seeks a dynamic **Workforce Center Administrator **to plan, supervise, assign, and review the work of staff responsible for implementing workforce development programs and services; to coordinate business services operation of the One-Stop Center including linkages between all mandated one-stop partners and satellite centers; to ensure work quality and adherence to established policies and procedures; and to provide responsible staff assistance in coordinating activities with economic development efforts.

**Essential Functions**:

- The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices._- Plan, prioritize, assign, supervise and review the work of staff responsible for providing assigned Workforce Innovation and Opportunity Act (WIOA) program services and activities to the public.-
- Coordinate business services operations of the One-Stop Center including linkages between all mandated one-stop partners and satellite centers; develop and recommend operational procedures regarding facility needs, technology enhancements, and customer flow; coordinate delivery of services with mandatory partners at one-stop center and satellites; exercise functional supervision over on-site staff from partner agencies.-
- Establish schedules and methods for providing assigned services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.-
- Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures.-
- Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to identify and correct deficiencies; implement discipline procedures.-
- Develop and implement business services components including linkages with educational institutions, lay-off aversion strategies, and customized training; monitor on-the-job training subcontractor compliance to executed agreements; investigate and resolve disputes related to service delivery.-
- Provide a variety of liaison services in coordination with economic development efforts to local businesses regarding WIOA services; make site visits and conduct presentations to the business community; analyze business needs and decide which WIOA or City programs to recommend.-
- Effectively respond to plant closures and mass layoffs through Rapid Response; establish contact with companies within 48 hours of employer notification of plant closure; schedule on-site visits with employers to provide program information and to determine action plan for services.-
- Supervise the job placement activities including WIOA Title 1 on-the-job training and direct hires to meet mandated performance objectives for placement, wage gain/replacement, and retention as well as CalWORKs and other special projects as needed.-
- Effectively manage assigned staff to ensure development of skills and abilities to improve customer satisfaction and job performance; update written procedures describing staff duties under WIOA as necessary; monitor staff performance and provide regular feedback; conduct performance evaluations in a timely manner; provide training opportunities to assist staff in skill building.-
- Design workshops for business clients on how to handle downsizing and company closures; conduct presentations; assist with negotiations for out placement services.-
- Participate in the preparation and administration of the assigned program budget(s); make recommendations for resource needs and resource allocation; assist in the negotiation of subcontract agreements; review and monitor section expenditures to ensure service delivery objectives are met within budget guidelines.-
- Develop grant funding opportunities as necessary.-
- Maintain records concerning operations and programs; prepare and/or assist in the preparation of various statistical and other reports on operations and activities.-
- Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to area of assignment; incorporate new developments as appropriate into programs.-
- Perform related duties as required.**Qualifications**:
Possession of an appropriate, valid driver's license.
