**Job Description Summary**

Performs routine (journey-level) to moderately complex (journey-level) consultative services and technical assistance work. Work involves entering, compiling, analyzing, and reporting on agency financial assistance and project information maintained within an agency-wide database, TxWISE. Works with cross-divisional, cross-office teams in data gathering and analysis projects, and preparation of all reports for the Flood Infrastructure Fund, Texas Infrastructure Resiliency Fund, and any other flood-related financial assistance program. Initiates, assists, maintains and leads enhancement projects for agency databases. May train others. Works under moderate to general supervision, with limited latitude for the use of initiative and independent judgment. Reports to the Manager of the Federal Reporting Department.

**Essential Job Functions**
- Assists in developing and maintaining reports for TWDB financial assistance programs thereby enabling the effective use of program funds.
- Responds to requests for information on an ad hoc basis for the public, the Office of Water Supply and Infrastructure, Executive-level management, the agency’s Board members, or their respective staff.
- Prepares, analyzes, and distributes information related to the Flood Infrastructure Fund, Texas Infrastructure Resiliency Fund, and any other flood-related financial assistance program for publication to the public, the State Legislature, and other state agencies.
- Prepares, analyzes, and distributes information related to the funding status of all active projects funded through the agency’s financial assistance programs.
- Works with other state agencies to evaluate request data, assign identification numbers, and produce any associated reports.
- Completes any other monthly, quarterly, biannual, and annual submission of federal and state reports covering the agency’s various financial assistance programs.
- Ensures accuracy of the information provided from delegated staff.
- Collects, produces, and maintains supporting documentation and maintains standards of source documents.
- Updates and maintains all existing desktop procedures related to the reporting duties included in their performance plan.
- Maintains confidential and sensitive information.
- Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
- Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
- May be required to operate a state or personal vehicle for business purposes.
- Performs other duties as assigned.

**Minimum Qualifications**
- Graduation from an accredited four-year college or university with a Bachelor’s degree.
- **Work Experience**:

- **Program Specialist I**: Experience with data validation, database management, monitoring financial assistance programs, working in the water industry, and/or working with surveys, grants, government research, medical data entry, or statistics.
- **Program Specialist II**: One-year progressive work experience with data validation, database management, monitoring financial assistance programs, working in the water industry, and/or working with surveys, grants, government research, medical data entry, or statistics.
- Education and experience may be substituted for one another on a year-for-year basis.

**Preferred Qualifications**
- Three to five years of progressive work experience with data validation, database management, monitoring financial assistance programs, working in the water industry, and/or working with surveys, grants, government research, medical data entry, or statistics.
- Previous experience with Microsoft Excel building tables and manipulating data.
- Previous experience with Microsoft Access or SQL Server Reporting Services, or similar software, building queries and reports.

**Knowledge, Skills, and Abilities (KSAs)**
- Knowledge of local, state, and federal laws and regulations relevant to the Federal Reporting Department.
- Knowledge of the principles and practices of public administration.
- Knowledge of financial systems, word processing, database querying, and spreadsheets.
- Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
- Knowledge of state and federal financial assistance programs.
- Skills in using Microsoft Office programs such as Word, Excel, and Access.
