Program Specialist V
- Performs advanced consultative services and technical assistance including establishing and monitoring goals and objectives and expanding program capacity and the implementation of best practice strategies. Develops funding requests to achieve program goals and oversees program budget support. Monitors and reports progress toward program objectives and conducts monthly reporting. Develops program guidelines, procedures, policies, rules, and regulations and monitors compliance with established policies and procedures. Identifies program needs and implements changes to improve operation. Work with team to design, enhance program standards, and evaluation activities to expand program capacity. Works with a team to support distribution partners. Coordinates program activities with other work units in the agency and external organizations. Assist in the coordination and teaching of the National child passenger safety (CPS) certification training. Develops and conducts traffic safety presentations, training classes and child safety seat inspections. Responds to media regarding traffic safety issues. Completes bill analyses on traffic safety legislative issues. Develops public information and education activities. Establishes and maintains positive working relations with other governmental and community agencies. Represents the traffic safety program at various regional, state, and national meetings, hearings, and conferences. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

**Essential Job Functions**:
Attends work on a regular and predictable schedule in accordance with the agency leave policy and performs other duties as assigned.
- (40%) Performs complex daily activities of the child passenger safety program including establishing and monitoring of program goals and objectives. Develops funding requests to achieve program goals and supports program budget processing. Monitors and reports progress toward program objectives to grant funder. Develops program implementation guidelines, procedures, and protocols; and monitors compliance with policies and procedures by distribution partners. Identifies program needs and implements changes to improve operations.
- (25%) Works with supervisor to develop goals to expand program capacity and increase access to more Texas residents, develop and implement evidence-based injury prevention strategies, and design program evaluation techniques to guide program improvement and standardize programmatic efforts.
- (20%) Provides technical assistance and coordination for child safety seat distribution program partners. Works with Injury Prevention Unit team to coordinate and conduct program activities (National CPS Certification trainings, child safety seat checkup events, provide child passenger safety trainings) for program partners and external organizations upon request. Develops educational materials for distribution to program partners and for all Texas CPS advocates.
- (10%) Responds to media regarding traffic safety issues. Completes bill analyses on traffic safety legislative issues. Oversees public information and education activities, including website. Establishes and maintains positive working relationships with other governmental and community agencies. Represents the traffic safety program at various local, state, and national meetings, hearings, and conferences.
- (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

- Knowledge of local, state, and federal laws and regulations impacting injury prevention to include occupant protection, child passenger safety, and traffic safety laws.
