**Responsibilities**
- Develop and implement program objectives in alignment with the organization's goals.
- Create and manage program plans, including timelines, budgets, and resource allocation.
- Monitor and track program progress, identifying any potential risks or issues.
- Coordinate with cross-functional teams and stakeholders to ensure program success.
- Manage and motivate program teams, ensuring they have the necessary resources and support.
- Evaluate program performance and make recommendations for improvements.
- Prepare regular reports and presentations on program status, including achievements, challenges, and key metrics.
- Identify opportunities for program growth and expansion.
- Stay up-to-date with industry trends and best practices in program management.
**Required Experience**
- Expert knowledge of the Federal Acquisition Regulations (FAR).
- Experience specific to Naval Surface Warfare Center Philadelphia is desired but not mandatory.
- Exceptional analytical, conceptual, and problem-solving abilities.
- Ability to quickly develop understanding of the organization’s goals and objectives.
- Able to prioritize and execute tasks in a high-pressure environment.
- Excellent verbal, written, and interpersonal skills.
- Exceptionally self-motivated, directed, and detail oriented.
- Proficient in Microsoft Office (word, excel, outlook) and Adobe Acrobat.
**Desired Elements**
- Experience with the Naval Surface Warfare Center(s) Maintenance and Engineering Division(s).
- Experience with HM&E research and development, test and evaluation, engineering and fleet support organization for Navy's ships, submarines, military watercraft and unmanned vehicles.
- Experience with systems and programs related to Machinery Research, Logistics, and Ship Integrity
- Experience with Lean Six Sigma or Total Quality Management.
**Education Requirements**:
- Bachelor’s Degree in Engineering or Computer Science with a minimum of 10 years overall experience, including 5 years of federal procurement/acquisition experience with at least 2 years of management experience.
**Clearance Requirements**:
- US Citizenship is required with **active** Secret clearance.
