**Function**: This position is responsible for the strategic direction of sourcing and purchasing essential materials for the Community Food Bank. This position is responsible for directing and coordinating the procurement of food, supplies, materials, services, and equipment for the Organization. Duties include contract and purchase agreement negotiation and administration, creating and maintaining purchasing standards, establishing vendor relationships, and developing inventory controls to identify demand for new materials in collaboration with various departments.

**Duties and Responsibilities**:

- Directs the purchase, sourcing, and distribution of food, materials, supplies, and equipment for all departments and programs of the Community Food Bank.
- Develops procurement strategies and policies that are innovative, cost-effective, timely, and beneficial for our service area.
- Overseeing and managing the systems that track shipments, inventory, and the supply of goods.
- Direct the sourcing from and the engagement of reliable suppliers and vendors. Build and maintain long-term relationships with vendors and suppliers.
- Directs the sourcing of food from grocery donors, farmers and other large-scale donors.
- Negotiate with suppliers and vendors to secure advantageous terms.
- Directs the preparation, administration, and monitoring of contracts which results from procurement department bids and requests for proposals. Review existing contracts with suppliers and vendors to ensure ongoing feasibility.
- Creating a purchase order system; organizing and confirming delivery of goods and services.
- Interfaces with administration, departments/programs, and others in meeting contract administration and contract compliance objectives.
- Administers the Organization’s purchasing ordinances and ensures departmental compliance.
- Directs the preparation of comprehensive reports concerning quality, quantity, costs, standardization, value analysis, and price trends for food and materials.
- Supervises the procurement and sourcing functions.
- Perform job related duties as assigned.

**Minimum Qualifications**
- Bachelor’s degree in business administration, purchasing another relevant degree, or equivalent direct experience.
- CPM certification required.
- Thorough experience directing large-scale purchasing operations or related government procurement activities.
- Proficient in Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).
- Strong experience conducting negotiations and contract management.
- In-depth knowledge of preparing and reviewing contracts, invoicing, and negotiating terms.

**Preferred Qualifications**
- 6-years of experience purchasing, sourcing, supplier performance management, supply chain, and inventory strategies & practices, including demonstrated competency in strategic sourcing.
- CPPB certification preferred.
- Considerable knowledge of the functions, organization, and administration of non-profit organizations.
- Advanced oral and written communication skills.

**Physical Requirements**:

- Light Work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
