POSITION: Program Manager Level III

LOCATION: Philadelphia, PA

STATUS**:Part time - Contingent Hire**

REQUIRED QUALIFICATIONS:

- Education: Bachelor’s Degree in Business Management or in related field.
- Experience**:Professional experience in U.S. Navy programs or operations required.** Ten (10) years of experience in program/project management, to include engineering, financial management, risk management, scheduling, planning, and oversight of task progress. Five (5) years of experience with large-scale research and development, test and evaluation, new construction and mid-life modernization programs with responsibilities centered around meeting milestones, providing technical oversight, monitoring performance.
- Certification: Project Management Professional (PMP) certification required.
- **Citizenship and Clearance: US Citizen**.
- Travel: Ability to travel up to 25% to support client meetings and requirements.
- Skills: Above average proficiency in Microsoft Office products; Strong verbal and written communication skills; Strong problem-solving skills; Ability to work independently or with a team.

DESIRED QUALIFICATIONS:

- Client Familiarity: History and knowledge of CBM+ processes.
- Tools Familiarity: MS SharePoint.
- Acquisition Experience: Knowledge or education in the DoD Acquisition Process.
- DAWIA Training: Level 1 Certification in Lifecycle Logistics.

PRIMARY DUTIES:

- Lead large-scale research and development, test and evaluation, new construction, and mid-life modernization programs.
- Provide technical oversight and monitoring performance for new programs.
- Analyze factors and components of systems to recommend and institute changes to increase efficiency. Provide input and participate in program milestone reviews.
- Develop maintenance plans and checklists.
- Plan studies of work problems and procedures, such as organizational changes, communication, information flow, integrated production methods, or cost analysis.
- Lead in program/project management, to include engineering, financial management, risk management, and scheduling and planning,
