**Position Summary and Job Duties**:
**Summary**: The Public Health Policy Specialist tracks, analyzes, and makes recommendations for policy actions to improve population health and eliminate health disparities. The Public Health Policy Specialist applies policy analysis techniques (including health impact assessments) to a broad range of public health interventions occurring throughout the department and supports other health department staff who are engaged in policy, system, and environmental change efforts.

**COVID-19 Response and Recovery Role**: The Public Health Policy Specialist maintains situational awareness of policy actions being taken to control the spread of COVID-19 and to increase the proportion of the population vaccinated. The Public Health Policy Specialist evaluates policy actions that could increase the speed at which the population recovers from the health, social, and economic impacts of COVID-19. The Public Health Policy Specialist also develops policy recommendations and assesses policies under consideration at the local level that would improve resiliency to the next public health emergency and/or pandemic.

**40%- Create, champion and implement policies, plans and laws that impact health**.
- Analyzes policy for intended and unintended public health implications.
- Leads a collaborative process to develop, monitor, and evaluate the department's approach to conducting ethical and equitable analysis of interventions.
- Builds, in collaboration, the department's policy agenda.
- Promotes a Health in All Policies (HiAP) approach to local government officials; works to address health inequities and social determinants of health through recommending, evaluating, and monitoring the implementation of policies.
- Recommends policy action to be taken by the Board of Health through resolution and/or Board of Health position statements.
- Monitors policy development and legislation at the federal, county, state, township and municipality level to identify possible impacts on health.
- Monitors the implementation of local plans related to economic development, transportation, housing, education, and access to care.
- Applies tools and frameworks to assess for impacts on health equity.

**40%- Strengthen, support and mobilize partnerships to improve health.**
- Communicates with health department leadership, public health partners, and state/local officials the potential impacts of policy actions.
- Builds, implements, and supports the department's approach to educating elected officials on public health topics of concern in Rock County.
- Works in close partnership with the Public Health Epidemiologist to make data informed recommendations for policy action and works with the Public Health Data Scientist to develop projections for policy impacts.
- Works in partnership to assess the expected value and cost-effectiveness of public health interventions.
- Builds connections between partners and the community where policies and system change impacts multiple areas.
- Recommends policy action to be taken by the Board of Health and local health department through resolutions, ordinances, and /or position statements.

**15%- Provide technical assistance on policy analysis.**
- Conducts policy scans to identify existing public health laws and policies that support the work within the units of the health department.
- Provides technical assistance on policy interventions to work teams engaged in efforts to address public health challenges (internal and external to the health department).
- Provides technical assistance to members of the Health Equity Alliance of Rock County (HEAR) engaged in policy and system change work through the Community Health Improvement Plan (CHIP).

**5%- Other duties as assigned.**
- Performs public health emergency response duties as assigned and consistent with job classification and training provided, in response to threats to the public's health.
- Participates in department and community-wide emergency response training and drills consistent with job classification in support of public health emergency and disaster preparedness.
- Supports the development of a future public health workforce by precepting/mentoring students and assisting with the onboarding of new staff members as appropriate.
- Engages in developmental opportunities related to their role and responsibilities, including health equity and social justice; seeks opportunities to gather and reflect on diverse perspectives; works to address personal implicit biases; and seeks developmental opportunities to work within complex systems.
- Upholds ethical standards for public health practice.
- Performs other duties as assigned, consistent with job classification.
