Contracting Officer

**Duties**:
Work on matters pertaining to day-to-day operations and the full life-cycle of contracting from planning and execution to contract administration and support of core mission functions.
Assist on efficient organizational operations and institute effective contracting principles, techniques, and procedures by comprehension of Agency strategic vision.
Assist with detailed cost and price analysis of contract requirements to provide expertise and guidance to top management. Provide the development of alternatives to produce best value supplies and services.
Work, as part of a team, on contract administration to include critical review of proposed changes; ensuring compliance with contract terms and conditions; resolving delays and disputes; and ensuring contract completeness in preparation for contract closeout.
Serve as a Contracting Officer in managing competitive, non-competitive and independent contracts supporting the execution of efforts, including competitive and non-competitive source solicitation and selection, preparation, negotiation, and award of contracts through various methods of negotiation.
Collaboratively work with Program Managers to plan, develop and establish acquisition strategies for each program, emphasizing flexibility while ensuring sufficient rigor to enable program success.
Assist Program Managers in resolving complex procurement issues including transfer and disposition of United States Government and intellectual property, data rights, export control concerns, organizational conflict of interest concerns, sub-contract issues, and unique provisions in the case of consortia or partnership arrangements such as foreign access to technology.
Assist with the building and maintenance of current and relevant knowledge and expertise on contracts, grants, consortia partnerships, prize competitions, and other mechanisms to support programs where innovative or special contractual arrangements are desired.
As need be, assesses the performance of subordinates; provides performance feedback on an ongoing basis; assists in providing input to formal performance appraisals; and is accountable for addressing performance issues.
Assist with the development of and documents performance expectations and goals for the contracting team; assists subordinates in setting individual goals.
Assist with the management of all contract administration to include critical review of proposed changes; ensuring compliance with contract terms and conditions; resolving delays and disputes; and ensuring contract completeness in preparation for contract closeout.

- Must be a U.S. Citizen residing in the United States
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
**Qualifications**:
- Thorough knowledge of contract vehicles to include, independent contractor, commercial item acquisitions, firmed fixed price, and indefinite delivery indefinite quantity, and cost reimbursement.
- Thorough knowledge of the organization's budgetary process, federal fiscal, funding practices, and legal requirements.
- Thorough knowledge of common acquisition business and industrial practices.
- Thorough knowledge of price and cost analysis.
- Thorough knowledge of requirements sufficient to work with technical representatives in defining needs.
- Writing skills sufficient to draft memoranda and policy papers pertaining to Procurement and/or Directorate policies and procedures.
- Ability to prepare briefings to senior managers on procurement topics.
- Organization and analytical skills.
- Customer service and business advisory skills.
- Thorough knowledge of requirements sufficient to work with technical representatives in defining needs.
- Ability to provide sound advice to high level program managers, executives, directors and other acquisition officials pertaining to contracting programs, statutes, procedures, problems, and solutions.
- Ability to exercise good judgment to make effective decisions based on the interpretation of contracting regulations and practices which affect various organizational units and at various levels.
- Capability to use initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposed new policies.
- Thorough knowledge of contract price analysis/cost analysis techniques sufficient to perform basic and or complex analysis to evaluate bid responsiveness, contractor responsibility and contractor performance for all contract types when historical pricing data and precedents are applicable in order to prepare pre-negotiation objectives.
