GBX is hiring a full-time Program Manager (PM) with experience in organizational design, and leadership and career development solutions. The PM's primary role is to manage program operations for the Career Path Management Program. This program aims to develop emerging leaders within our client’s organization through structured training, mentorship, and hands-on experience. The program team will develop competency models, assessments and career path guides based on appropriate skill sets and competencies to support various federal occupations.

The PM will provide oversight of all program personnel to include supervision, scheduling, and work assignments, and will serve as the programmatic liaison with the government. The PM will develop and effectively manage program timelines to ensure timely completion of program deliverables and submission. The PM will monitor activities to ensure quality and accuracy of work outcomes and products and will be responsible to initiate and maintain ongoing communications and relationships with the government to ensure quality customer service is provided and program or schedule changes are captured and acted upon by GBX.

**ESSENTIAL FUNCTIONS AND RESPONSIBILITIES**
- Serve as principal point of contact with government for assigned program, as well as client-facing staff.
- Perform cost/benefit analyses, ROI calculations, and burn estimates.
- Manage scope, risk, communications, budget, human resources, and schedule for program.
- Monitor project scope and employee utilization and lapse rates to meet revenue goals.
- Provide executive leadership with regular program updates.
- Work closely with staff to ensure government needs and expectations are met.
- Meet recruitment and retention goals to ensure program is fully staffed to meet objectives.
- Supervise staff, provide employee orientation, evaluate performance, and provide ongoing feedback as needed.
- Maintain ongoing communication and relationship with government to ensure quality customer service. Maintain ongoing dialogue regarding government needs, and program or schedule changes.
- Baseline, analyze, and recommend improvements for key work indicators such as customer satisfaction, work product lead times, audit recommendations, process improvements, and employee engagement and satisfaction.
- Develop annual plans relating to staffing, staff training, and professional development, for program staff.

**KNOWLEDGE AND SKILL**
- Four-year degree is required. Area of concentration in Human Resources, Organizational Development, or I/O Psychology preferred.
- Experience in roles and leading teams in Organizational Development, Learning and Development (L&D), Talent Development, or HR strategy.
- Experience in competency model creation, assessments, and matrices.
- Experience in designing, building, and maintaining HR learning and development solutions including core learning materials/curriculum, identification of 70-20-10 activities, and delivery of learning and development activities.
- Understanding of the General Schedule (GS) classification and pay systems.
- A minimum of five years of federal government contractor program management experience is required. Experience should include risk management, managing and evaluating organizational improvement initiatives, and in-depth knowledge of program management methodologies, tools, and best practices.
- Extensive knowledge of PMI standards.
- Demonstrated experience of organizational, prioritization, client presence, presentation, leadership, analysis, and data gathering skills. Demonstrated experience in resolution of complex issues and ability to adapt to changing requirements.
- Experience managing employees who are geographically dispersed is strongly preferred.
- Excellent oral and written communication skills. Experienced in communication between prime and subcontractors.
- Strong computer skills required (Microsoft Office: Word, Excel, and PowerPoint).
