Under general direction, develops plan for, and oversees, the day-to-day operations of the Cultural Access Services (CAS) Program and performs related work as required. Provides administrative oversight and program support to CAS projects including, but not limited to contracts and budget management.
- Plans, manages, and oversees the daily functions, operations, and activities of language access programs.
- Ensures that all protocols are followed, including consent and confidentiality, outreach, and linkage. Participates in the development and implementation of goals, objectives, policies, procedures and priorities for language access programs; recommends appropriate service, and staffing levels; recommends and administers policies and procedures.
- Participates in the development, administration, and oversight of cultural access program budgets.
- Ensures that all program documentation is captured, reported, and analyzed in a timely manner. Oversees the production of data reports. Shares reports with appropriate partners and internal staff.
- Reviews data on an ongoing basis to monitor trends and demographic changes in Alameda County and adapt the program as necessary to respond to changes.
- Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of language access programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to the Chief Operating Officer.
- Coordinates, streamlines and integrates cultural access services with and between other agency divisions and programs.
- Develops and monitors contracts and MOUs for language access, and other programs as needed.
- Coordinates and fulfill any requests related to Commission and other related governance meetings.
- Participates in the selection of, trains, motivates, and evaluates assigned personnel.
- Provides oversight of assigned program staff; ensure work processes align with the program goals.
- Ensures that staff at all levels and across all disciplines receive ongoing training in culturally and linguistically appropriate service delivery.
- Develops, updates, and modifies cultural access policies, protocols, documents, and forms.
- Remains up to date on innovations and the changing needs and landscape as it relates to translation and interpretation services.
- Performs other duties as assigned.

**Minimum Qualifications**
- Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be one of the following:_
- A minimum of nine years of full-time progressively responsible experience in a public or private organization
- A Bachelor’s Degree from an accredited four-year college or university may be substituted for 4 years of experience. A Master’s degree may be substituted for an additional year of experience.

**Additional Requirements**

Travel within Alameda County as necessary to carry out job duties. Some travel outside Alameda County occasionally required.

**Knowledge of**:

- Principles and practices of management, supervision, training and team leadership
- Cross-cultural sensitivity and humility
- Principles and practices of contract negotiation, development, and management
- Budgetary and contract administration practices
- Proficiency in Microsoft Office Suite, Office 365 preferred
- Best practices in the field of interpretation, translation services and cultural competency in health and human services and education
- Knowledge of and experience working with the cultural and linguistically diverse groups within Alameda County

**Ability to**:

- Provide leadership and effectively organize, coordinate, and supervise professional and administrative staff.
- Communicate effectively orally and in writing to staff.
- Promote teamwork and integration within and across the agency.
- Demonstrate cultural awareness and sensitivity in a variety of contexts.
- Read, analyze, and interpret common professional publications, legislative or policy documents, financial reports and related agency documents and information.
- Plan and project manage work to ensure organizational goals are achieved.
- Work with Senior Administrator and/or Director to develop a wide variety of short
- and long-range plans.
- Analyze, develop, and monitor budgets.
- Establish and maintain effective working relationships with staff throughout the Agency.
- Facilitate groups and manage meetings effectively.
- Adapt, with mínimal or no advance notice, to changes in agency operations and work assignments or procedures.
- Define and creatively address problems or management challenges requiring analysis of multiple variables or situations, collect and analyze information, consider alternatives, and draw valid conclusions.
