1. Program Background
- The Scaling up Nutrition (SUN) Finance Capacity Development Platform (FCDP), aims to support the strengthening of SUN countries’ capacities for improving their access to, and effective use of, financing to accelerate impact on nutrition outcomes in countries. The platform is hosted by Results for Development (R4D) in partnership with the Health Strategy and Delivery Foundation (HSDF) and Spark Health Africa (SHA). FCDP aims to _Inspire_ and _Ignite_ government leaders to elevate nutrition financing to see _Impact_ across sectors, strengthening local capacity to support these efforts.

2. Scope of Work

As this is a developing platform with regularly updated requests, consultants may be expected to support activities such as the following:

- Co-develop tools and resources for nutrition financing, budget analysis, costing, resource mobilization, accountability systems, advocacy etc.
- Build knowledge base for nutrition financing across technical initiatives and sectors.
- Engage in capacity strengthening activities (including mentoring and coaching) at country and regional level.
- Contribute to addressing country/regional expertise needs of in sustainable financing
- Support cross-country experience sharing.

Qualifications:

- Master’s degree in health economics, health policy and management, or public health with a financing focus.
- Experience working on country-level financing and/or nutrition or health economics evaluation and analytics, multi-sectoral planning, and/or public financial management (PFM) in the region selected.
- Thorough understanding of the political landscape in the region including strong relationships with government focal points in finance and/or nutrition and health/or other sectors e.g., agriculture.
- Ability to work independently and collaboratively as part of a team and deliver high-quality results within tight periods.
- Strong analytical and quantitative analysis skills.
- Excellent organizational skills and attention to detail.
- Ideally locally based in one of the following regions: Africa, Asia, LAC

3. Period of Performance, expected Level of Effort (LOE), reporting, and travel

**Reporting To**: The consultant will directly report to the Finance Capacity Development Platform’s technical director.

**Travel**: Local transportation and communication costs (mobile phone charges) related to meeting the scope will be reimbursed upon receipt and proper documentation. Non-local travel will be reimbursed based on R4D’s travel policy and appropriate documentation.
