**Duties**:
**As a Student Incentives and Academies Programs Analyst, you will**:

- Support the Maritime Administration (MARAD) Academies and Grants Program and assist maritime institutions with increasing enrollment and graduation levels by administering various policy and strategic engagement initiatives.
- Engage with State Maritime Academies (SMA) on student incentive matters, outreach activities, support, and interaction for the SIP Program, the Strategic Sealift Midshipmen Program, and Naval Reserve Officers Training Corps (NROTC) staff.
- Review program compliance for existing or new funding recipients and in accordance with Department of Transportation (DOT) Grant Management practices, determining if the institutions meet and maintain all requirements.
- Manage SIP Database, including data entry, reporting, contents management, system development testing and deployment.

**CONDITIONS OF EMPLOYMENT**:

- **GOVERNMENT TRAVEL CARD**: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
- **FINANCIAL DISCLOSURE**: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
- **PCS/RELOCATION/RECRUITMENT**: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
- **PROBATIONARY PERIOD**: You must complete a one-year probationary period (unless already completed).
- **TELEWORK ELIGIBILITY**: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
- **DEU REQUIREMENTS**: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
- **TIME-IN-GRADE**:Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

**Qualifications**:
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

**To qualify for the Grade 12**, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

- **Experience assisting in implementing or developing maritime workforce, training, or educational programs.**:

- **Experience providing administrative and program outreach support to government, military, educational institutions, or maritime industry stakeholders.**:

- **Experience inputting and verifying data in databases and spreadsheets for preparing and generating reports.**

**To qualify for the Grade 13**, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

- **Experience leading the implementation of maritime, educational or workforce outreach initiatives and engaging with a broad group of stakeholders within government, military, education sectors, or maritime industry to promote and support student or workforce programs and outreach activities.**:

- **Experience providing maritime administrative and program oversight including reviewing, evaluating, and implementing funding requests and advising on standard operating procedures.**:

- **Experience inputting and verifying data in databases and spreadsheets and preparing and generating reports.**
