**General Statement of Duties**

As part of the school division’s Records Management team, this position works collaboratively with all 76 HCPS schools and programs as well as Central administration and community agencies and is responsible for all aspects of division-wide student education records management, including but not limited to records storage, collection, retention, and/or disposition in compliance with federal, state, and local regulation set forth by the Library of Virginia, Family Educational Records Privacy Act (FERPA), and Freedom of Information Act (FOIA).

**Essential Duties**
- Schedules and facilitates monthly transfers of student education records from school buildings to identified records storage spaces upon the completion of the required 5-year onsite retention of records. Ensures compliance with the Library of Virginia’s 75-year record retention requirement and manages expungement of all other records not included.
- Schedules and facilitates the transfer of identified assessment documents and materials from school buildings, as necessary.
- Assists in serving as a liaison to the Library of Virginia for the purposes of implementing and overseeing the records management program; updates Inventory Box Report as scheduled; conducts records audits to ensure compliance with Library of Virginia-approved records retention and disposition schedules and division procedures.
- Effectively communicates policy and procedural information and guidelines in accordance with federal, state, and local laws to schools and central administration concerning the proper collection, maintenance, retention, security, and destruction of all student educational records.
- Conducts annual training of Office Managers and Registrars on records management policies and procedures, including compliance procedures for collection and retention standards set forth by the Library of Virginia as well as records preservation and storage.
- Assists in preparing and managing annual budget for area of assignment; assists in evaluating and recommending appropriate solutions to departmental records management issues and problems.
- Conducts annual review of records management program and regularly reviews retention schedules to ensure compliance and accuracy.
- Facilitates and manages the storage of inactive records in a cost-effective and secure location; identifies and protects essential records; identifies and preserves permanent records; identifies archival records and ensures that those are properly maintained, protected, and accessible; determines which records are eligible for transfer to the Archives of the Library of Virginia and follows archival transfer procedures.
- Creates, maintains, and distributes a Records Emergency Action Plan (REAP) to protect and recover all records before, during, and after disasters and other emergencies.
- Operates a computer to enter, retrieve, review, or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, student information system, or other software programs.
- Performs general/clerical tasks, which may include making copies, sending/receiving faxes, or processing incoming or outgoing mail. Maintains inventory levels of supplies and forms; initiates requests for new/replacement items; makes recommendations for purchase of supplies.
