**Duties**:
Plan, organize and direct the activities of Deputy Chief of Staff Operations (DCS/A3) Congressional and Workflow staff and provide guidance and direction to them regarding the policies, processes, and methods supporting task management and congressional requirements.

Review and analyze hearing proceedings, committee reports, transcripts, bills, amendments, report language, floor action, and appropriation acts and provides senior Air Force leaders with summaries of A3 operational impacts.

Routinely analyze draft guidelines from Congress and Office of the Secretary of Defense (OSD) for potential changes in requirements or processes for assigned programs.

Represent the organization at high level meetings and briefings within the Air Staff, Secretariat, Department of Defense (DoD), and other agencies pertaining to assigned programs and/or projects.

Lead teams and working groups of cross functional disciplines engaged in developing and recommending proposals and implementation plans.

**Qualifications**:

- In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Administrative & Management Positions
- **SPECIALIZED EXPERIENCE**:Applicants must have at least one year of specialized experience equivalent to the GS-13 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience assisting with legislative issues; providing substantive review and analysis of congressional legislation and policies by executing legislative processes affecting various organizations; and providing guidance and direction to personnel regarding the policies, processes and methods of corresponding to congressional inquiries.- **KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas**:
1. Knowledge in operations programs (including but not limited to, oversight for air and cyberspace operations, training, and sourcing of related capabilities and personnel to support operations, Global Force Management, and rated/non-rated aircrew management) and their functional requirements.
- 2. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that directly impact on the agency's budgeting and legislative strategies which are critical to obtaining the resources required to conduct agency operations, and knowledge of the organization, interrelationships, mission, roles, and functions.
- 3. Knowledge of legislative processes, products, terminology, and guidance documents, and other pertinent legislation and knowledge to formulate and coordinate an organization's position and policy on legislation.
- 4. Knowledge of programming, planning and execution methodologies, including working knowledge of congressional protocol, procedures, administrative and security requirements inherent in both the legislative process and the corporate structure support of Planning, Programming and Budgeting Execution (PPBE).
- 5. Skill in analyzing and coordinating legislative proposals recommended by other military and civilian departments; executive management and leadership skills to manage, plan, organize, mentor, motivate, and direct teammates and organization in congressional concepts, processes and requirements to effectively complete assignments and skilled in using Task Management Tool (TMT) (or civilian equivalent), along provided Microsoft Office and Office 365 tools.-
