The Program Policy team within the Medicaid and CHIP Services (MCS) Office of Policy is seeking a Program Specialist VII who will serve as the team lead for the STAR Kids program.
- The Program Specialist VII serves as the STAR Kids specialist, responsible for performing highly advanced (senior level) consultative and technical assistance work related to STAR Kids, a major agency Medicaid managed care program for children and young adults with disabilities.
- This position will be directly involved in planning, development, implementation, and ongoing management of STAR Kids; understanding and interpreting state and federal legislation, laws, regulations, rules, policies, and procedures as they relate to program issues; and coordinating and collaborating with internal and external stakeholders.
- The position may mentor, schedule, assign, and prioritize the work of others. The position is not supervisory, but will act as a team lead and, therefore, may be expected to train, lead, and prioritize the work of others on the team. This unit offers an exciting and demanding work environment where staff have the opportunity to learn and take initiative on projects that lead to upward mobility and future career success. It is a fast-paced work environment that is met with a supportive team and management.

**Essential Job Functions**:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
- 40% Plans for, oversees, coordinates, assigns, and completes analyses, development, and implementation of program initiatives, policy changes, and contract changes related to the STAR Kids program, including any impact to HHS. This must be done in collaboration with HHS divisions, other areas of the Medicaid/CHIP Services Department, and external stakeholders. Oversees the development and implementation of program and policy options for STAR Kids initiatives, including policy analysis, option development, and establishment of timelines. Oversees the implementation of chosen policy options and acts as a project manager in the development and implementation of these complex initiatives. Uses data to develop and oversee the administration of program management tools to facilitate this process (high quality work plans, timelines, option development, memoranda, analyses, issue papers, status updates, presentations, agendas, risk mitigation strategies, fiscal impact analyses, reports, etc.).
- 25% Acts as liaison to stakeholders, other agencies and other program staff concerning the STAR Kids program and related initiatives managed by the unit. Establishes and facilitates multiple inter-agency work groups and committees. Sets goals and objectives and provides technical assistance and recommendations on programmatic and operational policy for executive management, legislative reports, and presentation materials for stakeholders. Works with and speaks to community and professional groups, other HHSC programs, other state agencies, legislative staff, and public stakeholders, to provide information, technical assistance, identify needs and resolve issues. Provides oral presentations, and written materials, as appropriate.
- 30% Sets goals and objectives, makes assignments to staff in the unit, provides direction, reviews and approves work products. Provides input, technical assistance and guidance to staff (internal and other HHS areas) in the development and implementation of program changes and new initiatives. Provides direction to staff in the unit in the development of legislative analyses, research papers, reports, and legislative information. Organizes and develops materials in response to executive leadership, legislative, and stakeholder requests for program information.
