Eligible for reassignment, transfer, reachable for appointment from the appropriate eligible list or must meet the following minimum qualifications:
Must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as follows:
Promotion Qualifications: Must be a qualified employee of the New York State Department of Corrections and Community Supervision and have had one year permanent competitive or 55-b/55-c service as an Offender Rehabilitation Coordinator (including all parenthetics).
Non-Competitive Qualifications: Three years of experience in an adult correctional agency with at least 30 facilities with a full range of security levels. This experience must have involved responsibility for monitoring the incarcerated individual classification activities for a group of facilities; providing ongoing direction and training to staff at assigned facilities relative to the classification process; and making final decisions, based on staff recommendations relative to incarcerated individual classification and transfers.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to complete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
