Overview:

HJF is seeking a **Program Manager II **to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program’s stated objectives. Typically oversees moderately complex scope of work.

This position will be in support of **The Defense Advanced Research Projects Agency (DARPA), GOLDen hour extended EVACuation (GOLDEVAC)** project. Survival from combat trauma is predicated on a rapid sequence of events that escalate care as soon as possible. Current evacuation and care practices that were able to achieve rapid evacuation within the “Golden Hour” to surgical care in conflicts such as Afghanistan are not scalable to large scale combat operations in future theaters. Rather, it is expected that the duration of time from injury to being managed at a facility with surgical capabilities will greatly extend beyond an hour - necessitating a need to provide advanced medical care as close to point of injury as possible to extend the “Golden Window” and allow more time to evacuate casualties to higher levels of care.

GOLDEVAC aims to test whether it is possible to manage a complex polytrauma patient, starting near the point of injury and continuing throughout the evacuation process, via a single intravascular cannula that can be placed by a field medic.

This position is contingent on contract award.

**Responsibilities**:

- Serve as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, organizational leadership and project management teams). Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes.
- Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate.
- Supervise, advise and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.
- Support and participate in planning, creation and submission of proposals and agreements as requested.

**Supervisory Responsibilities**
- ** Direct Supervisor**: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Qualifications:
**Education and Experience**
- Bachelor's degree required; Master’s degree preferred. Business Administration or Life Sciences field of study preferred.
- Minimum of 6-8 years experience required.

**Licenses and Certifications**
- Project Management Professional (PMP) preferred.

**Required Knowledge, Skills and Abilities**
- Familiarity with knowledge of federal budget processes and fundamental principles of project management.
- Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
- Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
- Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
- Prior experiences in the life sciences strongly preferred.

**Physical Capabilities**
- Ability to stand or sit at a computer for prolonged periods.
