**Description**

SAIC is seeking a Program Analyst to support our team in Washington D.C. Join SAIC’s OneSETA Team to provide our government customer with Systems Engineering & Technical Assistance (SETA) support. SETA services range from providing administrative assistance to providing expert technical assistance on national efforts that will contribute to maintaining and expanding the capabilities of homeland security. As part of the Homeland Security Act of 2002, Public Law 107-296, Congress enacted several liability protections for providers of anti-terrorism technologies. The SAFETY Act provides incentives for the development and deployment of anti-terrorism technologies by creating a system of "risk management" and a system of "litigation management." The purpose of the Act is to ensure that the threat of liability does not deter potential manufacturers or Sellers of anti-terrorism technologies from developing and commercializing technologies that could save lives.

Specific duties of the Program Analyst include:

- Coordinate meetings and conference calls to include scheduling with internal and external stakeholders, conference rooms, and foreign national visitor clearances (as appropriate).
- Provide responses to help tickets within 24-72 hours sent via the SAFETY Act Help Desk and coordinate with appropriate personnel to help close outstanding tickets.
- Coordinate the development of presentation materials, to include the preparation of webinars, PowerPoint slides, teleconference media, and other meetings as requested.
- Provide thorough quality assurance reviews for all OSAI correspondence and documentation.
- Coordinate and execute drop off and pick up of OSAI binders with OSAI IT Support and the Institute for Defense Analysis (IDA).
- Provide stellar customer service to applicants on behalf of OSAI; ensuring high-quality customer service is provided and maintained.
- Establish and maintain positive communication channels between OSAI, S&T Exec Sec, S&T leadership, and other OSAI stakeholders within and outside of S&T.
- Develop and maintain reports to track evaluations to ensure completion within the timeframes set forth in the Final Rule.
- Maintain documentation for all formal evaluation processes; assess evaluation process and make recommendations to improve the speed and efficiency of the awards given to Anti-terrorism technologies; implement recommendations approved by the program manager.
- Perform outreach to government procurement officials to help integrate the SAFETY Act into the procurement process.
- Inform potential applicants and the private sector about the benefits of the SAFETY Act by preparing and giving fact sheets, briefings, and delivering information in person, by phone and online.
- Maintain the security and confidentiality of all sensitive and proprietary information submitted by applicants.

**Qualifications**

Required Qualifications:

- BA/BS + 6 Years of relevant experience or Master’s + 4 years of relevant experience.
- This position requires attendance in office at least once / week in Washington D.C.
- Demonstrated ability to oversee projects from inception to completion, ensuring comprehensive understanding and seamless execution.
- Strong written and verbal communication skills.
- Keen attention to detail and ability to proofread and edit written correspondence as needed.
- Experience working with various MS products - Outlook, Word, PowerPoint, Excel.
- Demonstrated organizational skills, and ability to multi-task.
- Must be able to obtain DHS Public Trust and DoD Secret clearance prior to starting work with our team.
- Must be a US Citizen.

Desired Qualifications:

- Experience in a Systems Engineering Technical Assistance (SETA) environment.
- Travel may be required.
- Prior DHS contractor fitness (suitability) authorization determination.
- Prior DHS experience including any DHS components or HQ Directorates, especially DHS S&T.
- Detailed knowledge of and recent demonstrated experience working with appropriate offices and staff within the HSE, DHS, other Federal Agencies, Congress, foreign partners, industry groups, and private sector stakeholder entities on issues relating to the DHS mission space.

Target salary range: $95,001 - $105,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.

Covid Policy: SAIC does not require COVID-19 vaccinations or boosters. Customer site vaccination requirements must be followed when work is performed at a customer site.
