Scout is seeking a Project Controller/Subcontract Administrator. This individual will be a key member of our accounting team and will work directly with Executive Staff, the Chief Financial Officer, and Project Managers.

In the role of Project Controller, the individual will help define project financial goals and objectives; create and maintain a project's budget and schedule, analyze progress reported against the work schedules; and recommend actions to improve progress. Additionally, as the Subcontract Administrator, the individual will perform tasks such as responding to purchase requisitions, soliciting bids and proposals from new and existing sources, and evaluating terms and awarding the subcontract; monitoring the subcontract terms, including plans, progress, and payments; and will also be responsible for negotiating additions, modifications, and deletions of subcontracts.

This is an hourly/part-time position that will average approximately 20 hours a week. While preferred that the individual work directly in Scout’s San Diego County office (Encinitas), consideration will be given to all qualified applicants regardless of geographic location. The specific terms of employment will be determined, commensurate with applicant’s experience/background.

**Your Primary Responsibilities Will Include**:

- Providing project profit plans with correct labor rates/indirect rates for proposal development.
- Setting up new projects with budgets in Unanet and create invoice templates using Excel.
- Processing award modifications in Unanet and adjusting invoices to reflect new information.
- Setting up project profit plans based on project awards so costs can be budgeted and managed by individual PMs.
- Monitoring and managing contract value ceilings and periods of performance.
- Monitoring and managing contractual requirements.
- Subcontract creation, tracking, invoice processing and payments.
- As needed project, contract, and accounting support.

**You Are Qualified Because You Have**:

- Bachelor’s degree in accounting, project management or business.
- 3 years minimum experience in consulting environment, ideally for federal projects/contracts
- Experience using Unanet, Costpoint, or equivalent business management software.
- Strong Excel skills.
- Ability to multi-task in a team environment across a multi-office organization.
- Confidence to interact directly with subcontractor team members and the interpersonal skills necessary to work in a collaborative team environment.
- Flexibility, excellent interpersonal skills, a commitment to teamwork, and proven ability to be a motivated self-starter.
- Ability to receive and retain instruction/training on business management software.
- Ability to work effectively under pressure and establish or shift priorities under tight deadlines.
- Excellent organizational, computer software, verbal, writing, and analytical skills.
- An ability to exercise professional discretion and judgment.
