Duties and Responsibilities
(Note: ** denotes Essential Functions)
**Represents the University of Hawaii (UH) Research Security Program (RSP) with a primary focus on research security and export controls, including foreign influence, international collaborations, and foreign travel.
**Supports the execution of a research security program focused on research security and export controls, ensuring compliance with the National Security Presidential Memorandum-33 (NSPM-33) and National Industrial Security Program requirements.
**Interfaces with UH research and education projects to support compliance with existing and new research security processes and procedures for the UH System.
**Performs review of technical documents and agreements to determine research security applicability and compliance.
**Works with UH and RCUH researchers to conduct export control classifications and assist with obtaining licenses for projects and shipments.
**Reviews international visiting scholar requests and works with researchers to conduct export control license certifications for visas and I-129 processes.
**Reviews and advises international travel and visitor requests regarding compliance with U.S. sanctions and security risks.
**Performs system campus assessments to determine effectiveness of implemented research security procedures.
Prepares, reviews, submits, and tracks export control license applications to federal agencies, and drafts and monitors Technology Control Plans.
**Designs and conducts research security training and outreach initiatives for UH and RCUH staff.
Ensures compliance with UH research security policies and serves as a technical resource for the RSP and senior UH leadership.
**Ensures compliance with the U.S. Industrial Security Regulations and provides recommendations for improvements to the RSP.
**Assists the UH Facility Security Officer in administrative matters associated with the duties of the UH Office of Industrial Security Services.
**Understands and interprets applicable state and federal laws relating to research security and export control matters.
**Assists with the development and maintenance of the RSP website, newsletters, and training materials.
**Assists with the drafting and negotiation of agreements, addressing research security issues.
**Conducts internal research security incident investigations and identifies corrective actions.
**Provides support for the Conflict of Interest (COI) and other research compliance committees.
Other duties as assigned.
Minimum Qualifications
Education and Professional Work Experience
Possession of a baccalaureate degree in business, law, engineering, computer science, or related field and 3 years of progressively responsible professional experience with federal government compliance regulations; or equivalent combination of education and/or professional work experience.
Knowledge, Skills and Abilities
Considerable working knowledge of principles, practices, and techniques in export compliance and/or research security.
Considerable working knowledge of applicable federal and state laws associated with research security compliance.
Ability to resolve complex problems using creative reasoning and logic.
Ability to interpret and present information clearly in writing and verbally.
Ability to establish and maintain effective working relationships.
Ability to operate a personal computer and apply word processing software.
If applicable, for supervisory work, ability to lead subordinates and manage work priorities.
Supplemental Minimum Qualifications
Ability to interpret government regulations and communicate complex regulations to others.
Ability to maintain confidentiality related to sensitive information.
Excellent presentation and written communication skills.
Proficiency in Microsoft Office suite products.
Knowledge of research security regulations impacting research intensive universities.
Knowledge of Federal Government Security Regulations for classified research.
Must have a valid Driver's License.
Must be able to travel for training.
Must be a U.S. Citizen.
Must be able to obtain and maintain a Personnel Security Clearance.
Desirable Qualifications
Experience drafting and reviewing contracts, licenses, or other legal documents.
Experience in legal issues facing institutions of higher education regarding research security compliance.
Ability to resolve complex problems in relation to research and government regulations.
Working knowledge of the EAR, ITAR, OFAC, NISP, and CMMC Programs.
Working understanding of information technology security and governance.
