Job Summary The Chief Procurement Officer is responsible for the strategic vision, leadership, planning, and management of the procurement function of the University. The executive leads and oversees all aspects of the university's purchasing, contracting, and supplier management. The position represents the university in meetings with other entities to pursue procurement cooperation and coordination for the benefit of the university. Develop and implement a vision and strategy for the procurement organization; perform long-term strategic planning, benchmarking, and performance measurements to optimize procurement effectiveness and value. Develop, review, evaluate, and enforce university-wide procurement policies and procedures; interpret relevant laws and regulations; ensure adherence to contract law and maintain ethical standards. Oversee supplier onboarding, record maintenance, strategic relationship management, and performance evaluations; address supply risks and develop contingency plans. Oversee market assessments, competitive solicitations, bid strategy development, and supplier negotiations; enforce contractual compliance and promote transparency and fairness. Identify cost-saving opportunities and present business cases to the CFO. Manage all procurement and spend metrics; deliver regular procurement reports and respond to inquiries. Manage the entire procurement process, including compliance, contract management, purchasing card solutions, and printing services. Assess procurement technology systems to minimize lead times and enable data analysis; update business processes for maximum efficiency. Build collaborative relationships with campus stakeholders; serve as a trusted advisor; formulate strategic procurement plans; encourage collaboration across departments. Supervise the formulation and administration of the department's annual operating budget. Create training programs to onboard end-users to new systems and processes; collaborate with IT and HR on system implementation and change management. Minimum Qualifications Master's degree in an appropriate specialization and six years of experience; or bachelor's degree in an appropriate specialization and eight years of experience. Desired Qualifications Professional procurement certifications issued by ISM or UPPCC. Knowledge and experience with purchasing practices for a large university or public organization. Knowledge of Florida state law as it relates to procurement. Demonstrated knowledge of general procurement practices, UCC, business and contract law, and federal procurement regulations. Advanced experience in drafting, negotiating, and administering complex public solicitations. Familiarity with uniform guidance. Job Category Administrative Advertised Salary Starting at $165,000; salary is commensurate with education and experience.
