Duties
Provides executive leadership, vision, and direction requiring unusual managerial competence in effectively balancing strategy, plans, integration, and coordination of multiple I&MS functions, specifically the Intelligence, Strategic Plans, and Requirements (A2/5/8) Directorate. Serves as the principal advisor to the AFIMSC Commander and I&MS directorates for all matters pertaining to strategy, requirements, development, planning, programming, and intelligence and directs resources in support of I&MS functions. Formulates and provides broad policy guidance and identifies challenges of future operating environment. Oversees concept development efforts to address challenges and formulates an I&MS strategy and Strategic Master Plan (SMP) [to establish a series of strategic vectors] to create future force I&MS support capabilities. Directs future capability development efforts aligned to established strategic vectors.
Oversees the formulation and execution of strategy, operational concept development, operational plans development, Global Force design and posture, capability development, and managing the operational capability requirements process. Serves as AFIMSC focal point for I&MS strategy and long-term planning for all issues coming from the DAF staff. Manages and/or assists in carrying out the formulation and execution of the I&MS 30-year Resource Allocation Plan (RAP), which provides a strategy driven, resource constrained 30-year force structure and fiscal plan. Develops, directs, and conducts programming activities necessary to complete the I&MS portion of the DAF Program Objective Memorandum (POM).
The A2/5/8 Director oversees an Intelligence Division (A22) which synchronizes intelligence efforts across the operational area vertically and horizontally, using all intelligence disciplines and agencies in all domains. The A22 integrates a multi-source and collaborative multi-discipline (i.e., GEOINT, HUMINT, SIGINT, etc.) ISR which enables sensing, identification, attribution and sharing of intelligence, in turn providing decision advantage across all domains in support of the AFIMSC/CC Priority Intelligence Requirements (PIR) for the I&MS Enterprise. Coordinates with AF, DoD, and external agencies and organizations to enhance intelligence production capabilities, ensuring leaders and I&MS products, portfolios, and stakeholders are fully threat informed.
Serves as a key liaison with Headquarters Air Force (HAF), Headquarters Space Force (USSF), MAJCOMs, installations, other services and, on occasion, with congressional members/staff. Represents the AFIMSC Commander in high level forums, meetings, and/or conferences, and with internal and external organizations, DoD, HAF, USSF, sister services, intelligence and military organizations, and federal agencies to orchestrate and advocate for I&MS projects, funding, and to present and defend existing and proposed requirements.

Incumbent is expected to travel on short notice to attend high-level meetings.Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants. Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.A. MINIMUM QUALIFICATIONS:A. MANDATORY TECHNICAL QUALIFICATIONS (TQs): (NTE 1 page - PDF format) A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Demonstrate the ability to lead a large, complex federal government, DoD or Department of the Air Force (DAF) activity centered on planning/execution of enterprise-wide installation and mission support (I&MS) policies, base operating support programs and initiatives, strategic planning, intelligence integration, and cross-functional coordination. Specific skills emphasis includes strategy development, planning, programming, and resource allocation (e.g., Future Years Defense Program (FYDP)).
In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.
