Duties
The Chief Information Officer serves as the principal advisor to the Director and Associate Directors of NIST on the planning, execution, evaluation, and delivery of information technology (IT) services and support consistent with the mission, goals, and objectives of the Institute.
In addition, this position is responsible for the following:
Communicates the development and direction of the NIST corporate vision to managers to assure effective integration of IT functions and resources into a cohesive program designed to meet the dynamic needs of NIST and its customers.Promotes innovative uses of technology and facilitates management access to needed information resources.Shapes strategic objectives during the program planning and resource acquisition and allocation processes, participates in the program systems planning process as an agent for change, and produces a supporting strategic information resources plan that is fully integrated with the NIST and DOC strategic plans.Facilitates the acquisition of information resources in a way that maximizes the value and manages the risks of the investments.Responsible for NIST's compliance with the Clinger-Cohen Act and CIO Act. Leads NIST's managers in effectively managing information resources by advocating cross-organizational program and process improvements, ensuring program processes are modified to take full advantage of information technology solutions, promoting standards-based information technology architecture, enabling cost-efficient and effective use of information technology resources, and communicating principles of effective systems investment.Promotes the effective and efficient design and operation of major information resources management processes; and advises the Director and Associate Directors of NIST on ways to ensure that information systems effectively provide financial and performance data.Serves as the chief advisor to the Director and Associate Directors to ensure the integration of the strategic planning, budget formulation, and program performance measurement activities to establish an information technology investment process.Promotes an effective strategic and operational IT planning process and, through budget formulation, encourages and enforces viable IT strategies and operations in support of the NIST and DOC mission goals. For each major information system investment, the CIO periodically, and at key milestones, conducts project assessments to determine progress toward completion and the realization of benefits through his/her own analysis and with the advice of an Investment Technology Review Board.Acts to establish, monitor, and evaluate the performance of IT in support of program accomplishments, based on appropriate measures, and advises the Director and Associate Directors of NIST on whether an information technology program should be continued, modified, or terminated.Oversees a comprehensive IT computer security program to ensure the integrity of information and IT assets in accordance with Department and legislative mandates on computer/IT security. Provides oversight to assure that information and records are properly managed, i.e., that information is collected only as needed, is protected from those who would destroy or abuse it, is readily accessible to those who need it, and is quickly disseminated to those who plan to use it or contribute to it. Promotes the use of innovative technologies to conduct these information programs.Works with other strategic leaders throughout government to challenge conventional approaches and develop new methods and systems for delivering mission benefits.Ensures that information technology is acquired, and information resources are managed in a manner that implements the policies and procedures of NIST and the priorities established by the DOC.Serves as a member of the NIST Leadership Board and serves as a technical resource to the DOC.Requirements Conditions of EmploymentU.S. Citizenship is required.Background and/or security investigation required.Public Financial Disclosure (SF-278) filing within 30 days is required.Incumbent may be subject to geographic mobilityDesignated or random drug testing may be required.Bargaining Unit: No. QualificationsEligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.
To meet the minimum qualification requirements for this position, you must show that you possess all of the Executive Core Qualifications (ECQs) and Professional/Technical Qualifications (PTQs) listed below.EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
PTQ 1: Demonstrated experience in managing enterprise-wide information technology (IT) for a complex organization, to include: IT investment management, network design and development, IT application development, network and systems operation, or information system security and assurance.PTQ 2: Demonstrated experience leading the implementation of change management solutions that better enable an organization to achieve its mission through advances in technology.PTQ 3: Demonstrated experience promoting a customer centric approach to delivering IT services in a research organization with varied customers, clients, and stakeholders.Applicants are required to submit a narrative statement for each ECQ and PTQ listed. If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had your ECQs certified by OPM, then you only need to address each PTQ, and you do not need to submit an ECQ narrative.The above qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization.
