Duties
As a Foreign Military Sales Specialist at the NH-0301-4 level, some of your typical work assignments may include:
Serves as the agency senior FMS command/technical policy specialist with responsibility for developing, coordinating, and managing Security Assistance policy initiatives in compliance with broad established regulations and governing legislation.Establishes and maintains liaison with key personnel within the Security Assistance community to include key personnel from the OSD, DSCA, COCOMs, MILDEPs, foreign governments and industry. Provides senior technical advice on specific Security Assistance transactions and ensures close coordination with the activities involved in resolving policy and procedural issues to insure that consistent timely approaches are taken to fulfilling US government commitments under the FMS program.Responsible for developing and implementing Foreign Military Sales (FMS) directives, guidance and procedures; providing FMS technical advice and assistance to the Missile Defense Agency {MDA) staff; and providing guidance and direction to FMS action officers on complex and controversial issues. Monitors all applicable policies, procedures, regulations and laws pertaining to Security Assistance. You may qualify at the NH-04 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below (please have 2 of the following 3):
Experience with understanding the Defense Security Assistance Management Manual in developing and implementing security assistance policy, directives, and procedures with ability to plan and conduct studies on complex program issues, initiative appropriate corrective action, and assure procedures are implemented.Experience with Foreign Military Sales requirements to conduct in-depth analysis of legislation and DoD regulations and policies in order to translate and execute directives, guidance, and procedures at organization level with leadership and managerial abilities to achieve satisfactory solutions or develop suitable alternatives.Experience dealing with logistics processes involved to support foreign military customer's requirements from requisition to purchase through sustainment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
