Job Description:
The Director of Scalable Open Architecture Reconnaissance (SOAR) and International SIGINT business will manage a group of highly experienced professionals with responsibility of Profit and Loss of both the SOAR and International SIGINT business. The candidate will direct all phases of programs from capture through execution with direct responsible for the cost, schedule, and technical performance of company programs or subsystems of major programs. The candidate will participate along side Contracts in the negotiation of contracts and contract changes. The candidate will coordinate the preparation of proposals, business plans, annual financial plans, proposal work statements and specifications, and operating budgets and financial teams/conditions of contract. The candidate will act as primary customer contact for program activities, lead Program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts; criteria and engineering efforts for product research; development; integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules; identifies program problems and obtains solutions such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas.
Essential Functions:
- Clearance if desired: Secret
- Ability to travel & work extended hours: 20%
Qualifications:
- Bachelor's Degree in Engineering, Business, or a related field with a minimum of 15 years of prior related experience. Graduate Degree with a minimum of 13 years of prior related experience. An equivalent combination of education and experience may be considered.
- Position requires an active DoD Top Secret Security Clearance, with the ability to maintain a Top Secret/SCI Clearance, which requires U.S. Citizenship.
Preferred Additional Skills:
- Current PMP certification.
- Experience with Business Dev, competitive proposals, and capture a plus
- Experience with Product Management and Production of Product
- International Program pursuit and execution experience desired
- Earned Value Management experience
- Demonstrated ability to work across internal functions and with outside suppliers to facilitate successful product completion/delivery.
- Requires advanced business knowledge, general management, and leadership capability to lead business area or functional teams. Typically has broad experience across multiple related professional disciplines within the organization, combining theory, past practical experience and the organization's business practices.
- Knowledgeable in program management methodology and techniques; performance evaluation and change management principles.
- Experience with DoD contracting a plus
- Experience with ISR/SIGINT systems
- Demonstrated ability in the areas of manpower planning, project reviews, scheduling, and budget control.
- Qualified applicant will possess excellent managerial and leadership skills.
- Position requires the flexibility to work on short notice, overtime, evenings, weekends, and holidays as needed.
