As part of this effort, the Clinical Prevention Program encompasses vital services such as immunizations, sexually transmitted disease testing and treatment, and the Tuberculosis Program. This diverse team includes nurses, public health workers, and health educators who collaborate with local communities to create a safe, inclusive environment for everyone. As the Clinic Manager, you will play a pivotal role in overseeing these essential services, fostering a work culture of respect, trust, and understanding for the diverse populations we serve. You'll work closely with a dedicated team, with the support of the Health Officer, to ensure the continued success of these programs. Your responsibilities will include managing the Tuberculosis Program in partnership with experts from the Oregon Health Authority and long-term program staff and providing leadership to the immunization and sexually transmitted infection teams. You will also participate in team meetings, guide department initiatives like quality improvement and performance management, and represent the program, division, department, and county on various committees. Additionally, you will play an active role in Incident Command during health department emergencies, stepping into various roles as needed. You will build and strengthen internal partnerships with teams such as Environmental Health, Early Service and Outreach, H I V, Communicable Disease, and the Health Officer. G E N E R A L S T A T E M E N T O F D U T I E S Professional position requiring the application of nursing practices, public health, quality improvement processes, management, and organizational principles. Specialized knowledge and licensing in nursing is required. Responsibilities include managing several program/service area budgets, contracts, and compliance laws, rules and regulations. Responsibilities also include supervision of licensed nursing and other licensed or non-licensed program staff, and planning and development of programs. S U P E R V I S I O N R E C E I V E D Works under the general supervision of a Public Health Division Director, or designee, who assigns and oversees work, establishes goals and reviews results obtained for overall effectiveness and for meeting department and county objectives. S U P E R V I S I O N E X E R C I S E D Exercises full supervision for supervisory, professional, technical and support staff. May also supervise interns and volunteers. Typical Duties - Duties include, but are not limited to the following Provision of clinical preventive services such as immunizations, sexually transmitted infections, and some clinical testing services happen in the field. Seeks opportunities to collaborate and/or integrate services with other health department programs. Increases community capacity for public health through leading and/or participating on coalitions and engaging with partners and community members. Promotes community health system improvements following the Oregon public health modernization framework to assure that effective and timely services are accessible in the community and that the public is aware of the resource. Right-sizes M C H H S clinical services based on utilization review and other data. Responsible for all aspects of public health clinical services program management including planning, evaluation, implementation, standards of care, compliance with contractual requirements, compliance with professional licensing board standards; development and implementation of policies and procedures; and budget management. Includes driving to outreach events. Personnel management: including recruitment, hiring, N E O, performance evaluations, regular observation of staff at work, leave time approval, workforce development; workplace safety; risk management; employee safety; monitor nursing practice; etc. Promotes a culture of continuous quality improvement by engaging staff to identify and lead or participate in C Q I initiatives. Supports and promotes skill development in Q I techniques. Utilizes quality assurance as a tool to help identify needed improvements. Responsible for emergency planning, exercise and response related to medication dispensing, medical supply distribution, and has a significant role in coordination with health system partners. Supports division and department initiatives Participates and encourages staff participation in inter-division and inter-department committees, striving to give the opportunities to a variety of staff when possible. Actively supports the department strategic plan by incorporating it into decision making at the program level, and helping staff to make the connection between the plan and the services they provide Other duties as assigned by your supervisor. Share responsibility for 24/7 on call public health duty officer role on a rotating basis. Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training. Requirements for the Position E X P E R I E N C E A N D T R A I N I N G Bachelor's degree in a specific professional health field related to the position; A N D Three years of Registered Nursing ( R N) experience, including one year of leadwork experience; O R Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County. N E C E S S A R Y S P E C I A L R E Q U I R E M E N T S Possession of Oregon Nursing License or obtain the license within 60 days of hire. Healthcare Professional C P R certification or obtain within 30 days of hire. Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. Must possess and maintain proof of personal automobile liability insurance, at a minimum, in the amount required by Oregon Law ( O R S Chapter 806) as may be required to utilize personal vehicle. Selected applicants will be required to provide college transcripts at interview. Must pass a criminal history background investigation; however, conviction of a crime may not necessarily disqualify an individual for this classification. Typical Work Schedule: Monday through Friday, 8:00 am - 5:00 pm, with flexibility depending upon the needs of the department and program. Thorough knowledge of Tier 2 competencies for public health professionals ( Public Health Foundation, 2014); principles in related public health services; State of Oregon Administrative Rules related to specialized public health service area(s); public health administration; health integration practices; supervision and performance management; leadership, wellness, team dynamics and staff development; program planning and budgeting, fiscal management; organizational processes and design; and budget and grant preparation and administration. Skills to negotiate, compromise, facilitate, problem solve and provide conflict resolution; coach, mentor and train individuals and teams; develop and implement policies and procedures; effectively communicate both orally and in writing. Abilities to perform independently in a fast paced, team based environment; effectively provide leadership, guidance and delegate to individuals and teams; lead and supervise other supervisory staff; interpret and apply pertinent provisions of Federal, State and County statues, rules and regulations related to the program services overseen; oversee service planning, coordination, utilization of resources, promote intended goals and outcomes; direct continuous quality improvement efforts; establish and maintain effective working relationships with employees countywide, clients, government agencies, community groups, partners, and the public.
