The Senior Plans Examiner reviews all building-related projects for conformity with applicable codes and standards and serves as the Florence County Floodplain Manager.

Essential Functions:

  • Reviews and approves applications, plans, and all supporting commercial building projects.
  • Assists in reviewing and issuing permits related to residential building projects.
  • Coordinates between various county departments, fire districts, and all other entities related to the specific commercial project.
  • Reviews and verifies County Flood Plain management.
  • Answers questions for the general public.
  • Assists with the pre-planning design of new County facilities.
  • Manages special department projects.
  • Coordinates training for the department as needed.
  • Generates a monthly report on the status of commercial building projects.
  • As Floodplain Manager: Responsible for the Community Rating System (CRS) for ISO flood insurance. Reviews all projects that occur in the County's Special Flood Hazard District. Prepares all pertinent data for annual reporting and in response to audits form SCDNR and FEMA.
  • Conducts on-site visits to assist designers and owners with best practices for re-designing and using buildings.
  • Conducts on-site inspections of building projects during and post-construction.


Non-Essential Functions:
  • Attends various meetings, trainings, conferences, and committees.
  • Operates County vehicles and various office equipment.
  • Communicates with various groups and individuals.
  • Serves as a backup to building inspectors.
  • Assists permitting staff as needed.
  • Performs all other related duties as required.
Qualifications: Education and Work Experience
  • Requires an Associate's degree in construction, business, engineering, architecture, or a related field, with five years of construction experience, five years of work experience in building code inspections and plans review, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
  • Must obtain valid Certification as a Residential and Commercial Plans Examiner Licensure from the State of South Carolina within 36 months of the date of hire.
  • Certification as an ASFPM Flood Plain Manager is required within 24 months of the date of hire.
  • Must possess a valid state driver's license.
