The municipal government is organized into six operating departments, including Administrative Services, City Manager's Office, Community Development, Library and Community Services, Police, and Public Works. The City is comprised of approximately 300 employees.In addition to its many attributes, Menlo Park has one of the most beautiful civic center campuses in the Bay Area. Heritage trees, a running fountain, and a duck pond surround City Hall. The campus also includes a nine‑acre park, recreation facilities, and the Menlo Park Library. Conveniently located, the campus is a short walk to our downtown area with food and shopping destinations, as well as the Menlo Park Caltrain Station.The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.Engineers who prefer diversity in their work and welcome opportunities to work on challenging and visible projects are encouraged to apply. Candidates with experience in a public agency setting, or a combination of public and private sector experience, are preferred.About the DepartmentThe Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings. Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:26 City-owned buildings/facilities and their groundsA fleet of over 250 vehicles and pieces of equipment97 miles of streetsDrinking water delivery for 16,000 customersFlood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courtsEfforts to preserve and expand the urban canopy, including 20,000 public treesMultimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs.The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. The successful candidate has a proven record of leading and mentoring staff and works well in a team environment. In addition, the ideal candidate will be comfortable sharing ideas and implementing new technologies and tools that enhance the efficiency of the Department. Furthermore, the candidate will be an impressive problem solver who is adaptive and innovative. A history of delivering outstanding projects and results will be expected.The ideal candidate will be expected to perform the full range of professional and technical engineering work to efficiently manage the CIP team with additional key attributes and expected duties listed below:Possess exceptional oral and written communication as required to coordinate with team members and project stakeholders. Draft technical memos, requests for proposals, or reports to advance project initiatives.Possess exemplary customer services skills to engage with community members, local business owners, external jurisdictions / agencies, and other City Departments. The candidate must be adaptable and politically astute, to navigate a dynamic environment involving multiple stakeholders.Write staff reports and attend (or make presentations at) City Council or stakeholder meetings where required by project.Prepare schedules and cost estimates and assist Department heads with annual CIP planning processes.Spearhead grant opportunities for qualifying projects and manage budgets for assigned work.Provide mentorship and direction to a team of professional consultants, engineers, inspectors, technical staff, and consultants to successfully scope, design, and complete CIP projects.Foster a positive, open, and engaging team environment. Evaluate team performance and provide recommendations for disciplinary action, training, or advancement for staff where required.Utilize excellent organizational skills to document and manage workloads comprised of diverse projects with competing priorities.Possess a strong foundation of civil engineering design to resolve complex technical issues practically and in accordance with project goals, specifications, or regulatory requirements.Have an extensive background with development of plans, specifications, and estimates for CIP projects. Experience with Public Contract Code requirements during the solicitation and review of construction bids is also desirable.Hold experience with construction administration / management protocols including, but not limited to, evaluating invoices, controlling schedules, and resolving field inquiries and change orders. Work with contractors to build good relations and finish projects efficiently and timely.Have general experience with water and stormwater regulatory requirements to assist with yearly reporting (where directed) and/or development of construction documents or reports pertaining to the City’s utility infrastructure.Performance of other related work duties are included elsewhere in this application or as directed by the City Engineer or Public Works Director.Minimum QualificationsAny combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.
