The Fiscal Forecasting Branch (FFB) is comprised of three bureaus: Child Care Estimates and Allocations Bureau, Family Engagement and Equity Estimates Bureau, and Children, Adult, and Housing Programs Estimates Bureau. The FFB develops the annual Local Assistance Governor’s Budget and May Revision for public assistance programs administered by the County Welfare Departments and child care agencies. Job Description and Duties The California Department of Social Services (CDSS) seeks a highly motivated, self‑directed Staff Services Manager (SSM) III who enjoys working in a fast paced environment to join the Fiscal Forecasting Branch (FFB). The Branch’s key role is to develop the Local Assistance Budget, satisfy research and data needs for sound decision‑making, and provide fiscal policy oversight of California’s multi‑billion‑dollar social service programs. Under the general direction of the Branch Chief, the SSM III directs and oversees the work of two sections in the apportionment and development of the state budget and fiscal analysis related to legislation impacting the Bureau’s programs. Duties include facilitating budget development meetings and presenting to program partners, the Directorate and control agency personnel. Applicants should have at least a Bachelor of Arts/Science degree in business, math, statistics, finance, economics, or science, combined with prior experience in an analytical capacity. Experience with child care and development programs is beneficial. Special Requirements Provide examples of your leadership ability, including techniques of organizing and motivating groups that show your ability to work effectively with a variety of individuals, including data teams, internal program partners, and external partners and stakeholders. Describe your experience leading a multi‑disciplinary team under a demanding, deadline‑driven environment. Describe your experience working with the California legislative and budgetary processes, state control agencies, and other governmental entities necessary for effective program development, implementation, and evaluation.
