The Administration Division (ADD) of the California State Controller’s Office is the backbone of the department, providing the vital support needed to keep operations running smoothly. This division manages a wide range of essential internal functions, including budgeting, procurement, and facility management; ensuring that every member of the SCO has what it needs to succeed. Working in this division means being at the center of strategic planning and organizational efficiency. Job Description And Duties With general direction provided by the Assistant Division Chief, Administration (CEA Level A), the Contract Officer is responsible for the administration of the department’s Contracts and Procurement Office. This includes oversight of the State Controller’s Office (SCO) delegated purchasing authority for the acquisition of commodities and contract services and for the submittal of acquisitions to the Department of General Service for non-delegated solicitation. The Contract Officer works closely with the Department of General Services (DGS) and California Department of Technology (CDT) to ensure the application and interpretation of statewide policies and requirements are adhered to and incorporated into all acquisitions. The Contract Officer serves these entities and the SCO Division Chiefs and Executive Management. The Contract Officer manages the work of a core group of staff that are involved in the areas of contract and procurements, Information Technology (IT) project support, Supplier Diversity, and compliance with a department-wide scope. Develop an understanding of all program functions to formulate department-wide contract and procurement policy and coordinate processes across divisions. Oversee the acquisition, development, and execution of Service Contracts, Procurement, IT Project acquisitions, and Supplier Diversity, utilizing staff located in each program area. Manage, direct, and coordinate the activities of a core group of specialized technical staff responsible for oversight of multiple units that perform critical workload with a department wide and statewide impact. Interpret and apply all pertinent Public Contract Code, State Contracting Manual, State Administrative Manual, and any externally imposed contracting and procurement mandates and directives; develop and monitor adherence to all departmental related policies, procedures, and guidelines; ensure revisions to the SCO’s contracting and procurement manual are accurate, timely, and properly communicate; provide consultation services to Executive level staff and departmental leadership. Oversee the Supplier Diversity Program, in collaboration with the Staff Services Manager II, providing direction for the annual efforts based on input from Executive and departmental leadership. Conduct special projects and assignments related to Office work and manage all other special projects assigned to the unit. Collaborate with all Administration and SCO Division staff, disseminate policies and guidelines timely, and ensure they receive the necessary training and resources. Partner with Budget Office and Departmental Accounting Office leadership to provide fiscal oversight of all SCO funding. Advises departmental management on all contract and procurement matters affecting the SCO. Prepare status reports and updates for project management. Also responsible for developing and managing documentation needed to meet administrative and contractual reporting requirements. Develop, augment, and review policies and procedures for Contract and Procurement operations consistent with applicable rules/laws, as well as the Controller’s constitutional and statutory responsibilities. Encourage a teamwork approach among staff to ensure cross training and staff development occurs. Foster a culture of collaboration, focus on system requirements, training, re-engineering, change management, communication, and other activities. Coach employees in achieving daily work and professional development goals. Provide timely and constructive feedback to employees on their work performance and work with employees to develop and achieve annual individual development plan goals. Take appropriate corrective actions, as necessary. Implement an approved succession plan for the Contract and Procurement Office. Serve as the primary contact with control agencies on contract and procurement related issues and demonstrate advanced knowledge of the State of California’s applicable processes and requirements. Provide an example that highlights how you successfully navigated between literal adherence to a statewide policy versus use of the policy as a guideline to ensure compliance without limiting departmental innovation and operational efficiencies. Provide examples that demonstrate your experience in facilitating strategic planning, establishing, and tracking performance measures, and aligning initiatives with broader organizational goals.
