DEFINITION
Under direction the incumbent directs, plans, organizes, coordinates, and evaluates the overall activities of the Recovery Homes Services and the Driving Under the Influence Program (DUIP), leads the process of developing program strategic plans, develops program annual budgets, creates policies and procedures and performance standards and monitors to ensure compliance with federal, state and county requirements and Organization policies and procedures. Performs other related duties as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Provides leadership and works with staff to develop and maintain a high-performance, customer service-oriented work environment that supports achieving organization's mission, strategic goals, and core values.
- Coordinates and integrates program functions and responsibilities to achieve optimal efficiency.
- Manages, supervises, oversees, and evaluates the daily operations and staff; conducts audits of group sessions, ensuring group topics pertain to the use/abuse of alcohol and drugs; monitors counselor work schedules and performance.
- Ensures implementation of program schedules and all program goals are met; evaluates the effectiveness of program activities and recommends modifications to processes and procedures; prepares narrative and statistical program performance reports and recommendations; prepares reports on program activities and results.
- Develops customer service/quality control procedures for the program; prepares and maintains a variety of records, reports, and files.
- Attends a variety of meetings, conferences, committees, seminars, and training sessions as a representative of Health Services.
- Develops goals and oversees the overall strategy and direction of the Health Services programs in alignment with the strategic objectives of the organization.
- Monitors program performance and makes data-driven decisions to enhance operational efficiencies and productivity.
- Stays informed about developments in addiction treatment and integrates innovative approaches into programs.
- Builds and maintains relationships with external partners, referral sources, community organizations, and regulatory agencies.
- Ensures program operations and activities adhere to legal guidelines and internal policies.
- Works with fiscal staff to develop and monitor budgets and allocations.
- Monitors program expenditures monthly.
- Ensures Health Services staff adhere to organization's fiscal policies and procedures.
- Develops and manages program annual budgets and monitors financial performance ensuring fiscal responsibility.
- Identifies and pursues funding opportunities to support program operations.
- Responsible for budgeting, billing, purchasing, contract administration, and maintenance of records.
- Leads a multidisciplinary team of healthcare professionals, including therapists, counselors, and support staff.
- Provides supervision and coaching to direct reports for performance improvement and professional development.
- Ensures human resources policies and procedures are implemented.
- Ensures compliance with labor contract provisions as it relates to Union staff.
- Maintains calendar of annual staff reviews, ensuring reviews occur in a timely manner; tracks and monitors staff certification requirements.
- Develops departmental class specifications and maintains up-to-date organizational charts.
- Prepares submission of local, federal, state, and funding sources reports.
- Prepares for annual audits.
- Maintains copies of all contracts, awards, MOUs, and consultant contracts.
- Tracks and evaluates departmental growth.
- Maintains master reporting calendar.
- Ensures monthly reports are submitted to funding sources as scheduled.
- Drafts monthly board reports and other reports as assigned.
Knowledge of:
- Basic computer skills and use of various computer applications such as Word, Excel, PowerPoint, Outlook, and databases.
- Title 9, County, and DUI program requirements.
- DHCS, Title 9, County Contracts and Statement of Work (SOW), and Substance Use Disorder Provider Operations Handbook (SudPOH).
- Chemical dependency issues and resolutions.
- Community-Based Providers.
- Principles and Practices of:
- Budgeting, project planning, and scheduling.
- Sound business communications.
- Effective management and supervision.
- Understand, interpret, explain, and apply organization policies and procedures and applicable federal, state, and policies and regulations.
- Work effectively with all branches of the judicial system, DMV, county officials, other DUI providers, and community-based providers.
- Analyze and make sound recommendations on program management and DUIP management and administrative issues.
- Coordinate work plans and contract requirements with managers, staff, and outside regulatory agency representatives.
- Prepare clear, concise, and comprehensive correspondence, reports, and studies and other written materials for diverse technical and non-technical audiences.
- Exercise tact and diplomacy in dealing with sensitive and complex issues and situations.
- Establish and maintain effective working relationships with executive leadership, all levels of management, governmental and funding source representatives, public interest and community groups, business leaders, consultants, employees, clients, the public, and others encountered during work.
- Communicate effectively with employees and persons of diverse cultural/socio-economic backgrounds and lifestyle preferences.
EDUCATION/EXPERIENCE
- Master's degree in health and human services, psychology, public health, counseling, social work, marriage and family therapy, or related field is preferred.
- Five (5) years of leadership and management experience managing State and County contracts focusing on the Drug Medi-Cal Organized Delivery System (DMC-ODS) as well as alcohol and drug education and prevention programs.
- Three (3) years of supervisory experience.
- Two (2) years of counseling experience with drugs and alcohol.
- A Certified Counselor is preferred.
- Obtain a Clinical Supervisor Certification within 6 months.
Licenses; Certificates; Special requirements:
- Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), or Licensed Professional Clinical Counselor (LPCC) preferred.
- Alcohol and Other Drugs (AOD) Certification preferred.
- CADRE Certification preferred.
- If recovering from chemical dependency, must have a minimum of 4 years of continuous sobriety.
- A valid California driver's license and the ability to maintain insurability under organization's vehicle insurance policy.
