Director of Community Development THE CITY OF NATIONAL CITY IS ACCEPTING APPLICATIONS FOR DIRECTOR OF COMMUNITY DEVELOPMENT. ABOUT THE POSITION Under general administrative direction, to plan, organize, and direct the management of the Community Development Department, including economic development, redevelopment, and housing; perform difficult and responsible administrative work in meeting the City’s vision, mission, and values and City and departmental goals, objectives, and priorities; and perform other related responsibilities as required. The following duties and responsibilities are representative of those typically performed by positions assigned to this classification. Any single position may not perform all of these duties and/or may perform similar related tasks not listed here: Directs all economic development-, redevelopment-, and housing-related activities, including ensuring compliance with state and federal regulations, laws, codes, and local ordinances governing these activities; preparing recommendations on departmental issues for the City Manager and City Council; develops and implements sound economic development programs with an emphasis on tourism, business retention, and expansion; implements and monitors the effectiveness of the strategic plan; directs the implementation of the City’s policies and programs to ensure effective implementation of the City Council’s goals and objectives to maintain fiscal integrity; assists in the development and implementation of the City’s overall goals, objectives, policies, and priorities; analyzes data, makes recommendations, prepares reports, and makes presentations related to the formulation of policy and procedure, staffing, and organizational requirements for the department to the City Manager, City Council, and commissions; prepares and effectively monitors the departmental budget; conducts difficult policy-, marketing-, and fiscal-related analytical studies and reports involving the evaluation of departmental programs; attends conferences, schools, and professional meetings to keep abreast of new developments in economic development, redevelopment, and housing; represents the Community Development department to other departments, elected officials, the community, and agencies; coordinates assigned activities with other departments, developers, and outside agencies and organizations; meets with developers on proposed projects; responds to and resolves difficult and sensitive inquiries and complaints; prepares, administers, and monitors the department’s budget; selects, trains, evaluates, rewards, and disciplines subordinate staff. TRAINING AND EXPERIENCE Any combination equivalent to training and experience that could likely provide the required knowledge, skills, and abilities will be qualifying. A typical way to obtain the required knowledge, skills, and abilities would be: bachelor’s degree in business administration, economics, marketing, public administration, public relations, or closely related field from an accredited college or university; and five (5) years of increasingly responsible experience in municipal marketing, economic, and redevelopment and/or housing or in a closely related field at an administrative or management level. KNOWLEDGE AND SKILLS Principles, practices, techniques, and procedures applied to the overall management of a community development department, including economic development, redevelopment and housing programs, and functional areas; principles, practices, and techniques of effective marketing and public relations; principles, practices, and legal requirements of community redevelopment, including land acquisition and disposal, relocation, and property rehabilitation; applicable federal, state, and local laws, ordinances, codes, and regulations; housing programs and related housing legislation; policies, procedures, rules, and regulations of the City and the department; principles, practices, and procedures of organizational development, budget, and employee/labor relations; socio-economic characteristics of the community; methods and techniques of research, statistical, and budget analysis, report writing and presentation; methods and techniques of eliciting community participation in planning and development issues. ABILITY TO Plan, organize, and direct the activities of the Community Development department, including the supervision, training, and evaluation of employees; direct an aggressive marketing effort; provide professional leadership for the department and participate as an effective executive team member; properly interpret and make decisions in accordance with laws, regulations, ordinances, and policies; analyze community economic, redevelopment, and housing issues and to plan goals, objectives, policies, and procedures which are tangible, achievable, and measurable to meet the needs of the community; represent the City and the department before the City Council, commissions, committees, the public, and the media; develop and administer long-range programs and budgets; exercise sound judgment, tact, resourcefulness, and leadership in handling the administration of departmental personnel and in dealing with City officials, other governmental agencies, the public, and the press; establish and maintain effective working relations; communicate professionally and effectively, both orally and in writing; work well under pressure to meet deadlines. LICENSES, CERTIFICATIONS, OR SPECIAL REQUIREMENTS Possession of a valid California Class C driver’s license or other means that would allow for the ability to commute to meetings, conduct site visits, and attend other special events throughout the county.
