Oversees payroll operations for the United States and Puerto Rico. This role involves developing procedures and supervising the preparation, documentation, and disbursement of colleague payroll payments and taxes. Responsibilities include preparing and consolidating reports for stakeholders, analyzing audit findings, and reconciling complex payroll processing issues. The manager ensures that payroll reporting and payments comply with organizational policies, generally accepted accounting principles, and applicable government regulations. Additionally, this position collaborates with vendors and the Payroll Vendor Governance team to meet service level agreements and quality metrics.

This role is based in the US (Tampa) and manages a complex, high-volume payroll operation, handling individual processing and audits for multiple pay groups, covering a colleague population of 35,000 in the US and Puerto Rico. Payroll processing includes complex transactions for expatriates, local hires, long-term incentives, and stock-related transactions.


Key Responsibilities:

  • Lead a team of approximately 9 internal colleagues and 10 additional resources from other sites or third-party providers.
  • Provide strategic direction and develop a business events calendar, yearly payroll calendar, and other planning tools.
  • Create an operational model for backups in daily activities and a long-term business continuity plan; ensure regular retraining for backups.
  • Ensure payroll controls are executed timely and according to standards.
  • Approve all payment vouchers, including union, tax, and garnishment payments.
  • Manage payroll accuracy by reducing errors and conducting root cause analyses.
  • Partner with Finance on bank reconciliations, suspect check reports, escheatment, and tax payments within payroll processing.
  • Oversee year-end payroll transactions and the processing of year-end W-2 forms.
  • Handle special payroll processing for annual merit increases, bonuses, off-cycle payments, and other business events.
  • Serve as an escalation point for payroll processing, resolving issues independently with internal and external stakeholders and vendors.
  • Ensure the regional payroll processing workstream adheres to company policies, regional regulatory requirements, and the global payroll strategy.
  • Review and certify payroll and SOC 1 sign-offs as needed.
  • Collaborate with payroll vendors to ensure accurate and timely pay disbursements, tax deposits, and filings.
  • Ensure compliance with all regulatory requirements and updates for the cluster.
  • Work with HR, Benefits, Finance, and IT to identify and implement continuous improvement and transformational projects.
  • Collaborate with Senior Leadership to ensure best practices are established and shared across regions.
  • Collect payroll processing feedback to inform Payroll Vendor Management.
  • Assess technology needs and ensure timely updates by vendors.
  • Maintain organized, up-to-date work instructions that are reviewed regularly.
  • Implement a new hire onboarding plan and ensure comprehensive training is provided. Be prepared to manage or back up an assigned payroll as needed, including input collection, validation, and error resolution.
  • Conduct end-to-end people management activities, including recruitment, onboarding, training, development, performance management, and team quality, aligned with organizational values.
  • Promote company values and goals through proactive team management, ensuring strong engagement as measured by surveys and evaluations.

Basic Qualifications:

  • Bachelor’s degree in finance, Accounting, Human Resources, or a related field
  • 7+ years of experience in US payroll
  • In-depth knowledge of payroll calculation and processing in the US
  • Experience with Workday, ADP, or other HCM, payroll, and time/attendance systems
  • Proven experience managing a team in a clustered payroll or global business service center


Preferred Qualifications:

  • Master’s degree in business or a related field
  • Certified Payroll Professional or similar designation
  • Experience processing payroll for Puerto Rico
