Summary

Under administrative direction of the Chief Deputy Assessor this position independently performs specialized technical activities, plans, organizes and implements tasks and activities including the personal property valuation program and serves as the lead, exercising oversight of the activities. Or for the Data Collection Program and performs interior/exterior inspections to capture quality and characteristics of improvements to determine grade; measures buildings, takes detailed notes, sketches and computes square footage for non-complex buildings; inspects land and to determine views, grade, topography; inspections performed in all weather conditions including heat, snow, rain, hail and wind. The individual in this position must have general knowledge of the principles of ad valorem taxation and of the property tax laws of The State of Oregon, the ability to efficiently plan, organize and direct work schedule to meet mandatory deadlines, ability to learn and comprehend new laws and changes in the tax structure, and the ability to maintain confidentiality of records, specifically business personal property evaluations. This is a hybrid position having clerical duties (60%) and appraisal responsibility (40%) for the business personal property evaluation or data collection.

Clerical Functions

Must have ability to form and build good working relationships with co-workers, supervisor, and the general public.
May maintain records of all ownership changes made in the county using recorded documents such as deeds, death certificates, probates or other pertinent documents.
Assists The Chief Deputy in the preparation of the annual SAL reports for submission to The Oregon Department of Revenue.
Makes corrections to the tax roll for omitted property and clerical errors; work closely with appraisers and tax collection, send letters, completes vouchers and makes value changes in the computer system.
Assists The Chief Deputy in reviewing the utility roll from The Department of Revenue.
Assists The Chief Deputy in reviewing fire patrol information from The Department of Forestry.
Assists The Chief Deputy in the processing of changes to property boundaries including boundary line adjustments, segregations, partition plats and subdivision plats to reflect accurate boundaries and ownership.
Consults with property owners, realtors, etc. in matters of ownership or any assessment related issue.
Responsible for receiving and processing veteran’s exemption and senior deferral applications, answer questions pertaining to both programs and assist taxpayers in completing forms.
May enter building permit information and “flag” accounts for appraiser inspection.
May order office supplies and track inventory.
May scan appraisals, personal property returns, letters, vouchers and any other pertinent document.
Resolves public relations and procedural issues involving assessment matters.
Explains current Oregon property tax law to the general public and other county departments.
Works independently while ensuring compliance with all applicable statutes, county and office policies.
Answer inquiries, counsel and assist the public in-person, over the phone, via email and in the field with various appraisal and assessment questions and interpretation of applicable laws and administrative rules. Communicate clearly, tactfully and persuasively in high stress and complex situations and have the ability to defuse situations with angry and agitated customers.

Personal Property Valuation Functions

Keeps current with trends and developments related to essential job competencies and functions.
Maintains personal property valuation lists and updates yearly to include new businesses and removal of inactive businesses; reviews trade publications, newspapers, round-up, internet, Secretary of State’s website and physically drives the county confirming new businesses and inactive businesses.
Maintains detailed personal property inventory lists, mails lists and confidential forms to every eligible business on a yearly basis.
Receives personal property returns and inventory lists, reviews for completeness and accuracy; if incomplete then returns inventory list and forms to business owner listing required corrections.
Plans the business personal property reappraisal cycle, determines grouping of businesses for reappraisal, calculates time to complete based on number of accounts completed per day and oversees the valuation process.
Conducts site visits for appraisal purposes; takes inventory of all business personal property on site, updates detailed inventory lists, speaks with owners and or tenants concerning valuation process and value questions.
Conducts extensive research of personal property values online, through trade publications and conversations with knowledgeable parties including other counties and DOR.
Enters detailed inventory information including year built, effective year and values into computer; reviews owners stated value of all items and makes value judgments for each item based on experience and market value knowledge.
Reviews and confirms accounts that are under the value threshold, concentrating on the inventory reported and the value of the items reported.
Answers all personal property value questions from business owners regarding the appraisal process, values and appeals.
Makes necessary corrections to the tax roll and vouchers corrections to tax collection.
Defends personal property values before The Board of Property Tax Appeals and The Oregon Tax Court.
Attends personal property tech group meetings and in class continuing education to keep abreast of current assessment laws and procedures and network with other counties.
Maintains extensive policies and procedures concerning the personal property valuation program
Attends public forums concerning personal property valuation.
Maintains high standards of confidentiality of all business personal property records and information.

Data Collection Functions

Keeps current with trends and developments related to essential job competencies and functions.
Plans and prepares for inspections including gathering existing appraisal reports, sketches and notes; communicates with taxpayers regarding inspection time.
Communicates with the general public concerning basic appraisal theory and values; may explain how values are arrived and a basic knowledge of Measure 50.
Uses appraisal specific software to compute reproduction costs and applies depreciation and obsolescence factors as necessary to determine real market values of structures.
Gathers and evaluates sales data for the purpose of determining trends as indicators of current value.
Attends continuing education and tech group meetings to keep abreast of current appraisal methodology and laws.

Work Environment

This job operates part time in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

While performing the inspection duties of this job, the employee is occasionally exposed to a variety of extreme conditions at inspection sites, including all weather conditions such as heat, snow, rain, hail and wind. On occasion, may have interaction with upset or hostile taxpayers during phone calls, field inspections, or at the customer service counter.

Physical Demands

This is largely a sedentary role while in the office; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary. In the course of inspections, this position is very active and requires standing, walking, bending, kneeling, stooping, crouching, and stretching.

Position Type and Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m.

Travel

Some travel may be expected for this position for training.

Required Education and Experience

High School diploma or equivalent
Minimum of four years’ experience in a business office with 2 years in an assessor’s office or any satisfactory combination of experience and training which provides the required knowledge, skills and abilities may be acceptable.

Preferred Education and Experience

Three or more years’ experience in an Assessor’s Office.

Additional Eligibility Requirements

Able to complete a thorough employment and/or criminal history check.
Able to successfully pass a pre-employment drug test (not required for all positions).
Final candidates will be required to provide official proof of college degree and certified transcripts (not required for all positions).
